The City Council of the City of Pullman do ordain as follows: Section I. Thai it shall be unlaw ful for any person to slide or rough lock ihe wheels of ' an) vehicle on an) paved street within Hi.' corpor ate limits of the city of Pullman. Section Z. Thai any person vio lating ihe provisions of this ordin ance shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $25 for each offense.
