That each of the lots and tracts of land are hereby declar ed to be specially benefited by said improvement in at least the amount charged against the same, and that the assessment appearing against the same is in proportion to the several assessments appearing upon said roll. There is hereby levied and assessed. against each such lot and tract of land appearing upon such roll the amount finally charged against the same thereon. Section 3. That this ordinance shall be in lull force and effect from and after its passage, approval and five days after its publication in the official newspaper of the City of Pullman, Washington.
