Beck for the yean 1884 and 1885- Wbereae, it appean from the delinquent rolls of 1884 and 1888 that J. W. There now being an order for the sale of the said above deecribed lots, bearing date of the 22nd day of January, 1891, said order having been made because a petition having been filed with the said commission praying for the sale of the •aid lots, it is hereby ordered that the mid lots be advertised at once according to law and sold on the 23d day of March, 1891. In the Ricb-Hcinaarling matter—lt now appears to the satisfaction of the board that the sum of $66.25 was deducted from the bill of L. A. Reinserting when paid, and that therefore said bill was cor rectly settled, it te hereby ordered that the order made by this board on the 2nd day of February, 1891, is hereby re scinded. In the matter of insure nee of county property—lt is hsreby ordered that the insurance on county property be renewed on the expiration of the policies, and that the clerk draw warrants on the general fond for the amount of premiums of said policies. In the matter of the petition of H. J. Jenks el. al. for the organisation of an irrigation district near Framer, Washing ton—The said petition is hereby ordered laid over until February 4th, 1891. In tba matter of the report'of Wesley Boyd as road overseer of road district No. 14—The report having been examined, it is hereby approved, and the said Wesley Boyd is hereby appointed road overseer of said district No. 14 lor the ensuing year. In the matter of the report of J. C. Reed as overseer of road district No. ft— The report having been duly examined, it la hereby approved, and J. C. Reed is hereby appointed overseer of said district No. 9 for the ensuing year. In the matter of the report of H. B. Scudder as overseer of road district No. 7 —The report having been doly examined, it is hereby approved. Lee et. al. praying for a county road —Commencing at what is known as the John Stevenson bridge on the Cowycbee and on section 3, township 13, range 17 east, in Yakima county, state of Wash ington ; running thence east twenty rods more nr less to the foot of the hill; thence north until it intersects the now present traveled route; thence until said road in tersects the road running up the Natcheez river on the sooth side of said river in section 26, township 14. range 17. in Yak ima county, Washington, near A. P. Eechbach's farm. The said Wesley Boyd also presents proof that notices have been posted In accordance with law, and flies bond in the sum of |6O, with J. W. Stevenson as surety. Said petition is hereby approved, and John Powell, J. W. Stevenson and Isaac Hayes are appointed as viewers, to meet at the farm house of A. P. Kinney, the board finds that tbe petition for Kinney contains the largest list of names, and James F. Kinney is hereby appointed overseer of, road district No. 3 for tbe ensuing two years. In tbe matter of the report of Andrew J. Barge ss overseer of road district No. 20—The report having been duly exam ined, it is hereby approved. In the matter of the appointment of sn overseer for road district No. 20—Wm. Justice is hereby appointed overseer for the ensuing two years. In the matter of the bond of Jas_ F. Kinney as overseer of road district No. 3: Comes now Jss. F. Kinney end presents bond in tbe earn of 9200. with John Clemsn sod A. F. Switier as sureties. The same is hereby approved nod ordered placed on file. Comes now F. D. Eshelman, clerk ofj tbe superior court, sod informs the hoard that there was a clerical error in making up the costa in the case of slate vs. Jos. Phillips; that one Mollis Meyers, a wit oeas in said caae, waa entitled to 94.30 as witness fees in said case, bat tbroagb said error was only allowed 92.30. There fore it Is hereby ordered that there be s warrant drawn in favor of said Mollis Meyers for tbe earn of 92 balance doe. In the matter of tbe report of J. J. Armstrong, overseer of road district No. j 21: The report of J. J. Armstrong, hav ing been duly examined, is hereby ap proved. Court met pursuant to adjournment, all members of the board being present. In the matter of organisation of Dell Haven irrigating district: Cornea now the Yakima Irrigation company and throogh their attorney, ft. (). llorford, in forms the hoard that hr an order of the board, made on the title day of Novetn* ber, 1890, their lands were all excluded from such district, but that the order made on the 16th day of December, 1890, section 25, township 19, north range 27 east, section 81. township 10, north range 28 east, section 6. township 9, north range 28 east, and lots 6 and 6 of sactlon 6, township 7, north range 31 east, were still included in mid irrigation district. In the matter of dooble assessment of R. Strobach: Cornea now R. Htrohach and informs the board that lots 1, 2, 8, 9 and 10, block 210, in the ci tj of North Yakima, were assessed (or the year 1880 to R. Htrohach and George W. Goodwin, and that therefore there waa a doable assessment on mid lots; that lot 1 wm asseesed at SSOO, and lots 2 and 3 at S3OO, and lota 9 and 10 of said block at S2OO each. It appearing to the board from the assessment roll of 1880 that such doable assessment was made as is claimed, and that each taxes have already been paid, it la hereby ordered that the clerk draw a warrant on the general fond in the sum of $ . the earns being the amount of tax paid by him upon the shorn described lots lor the year 1880, and it also appearing farther to the board that there was also a dooble assessment of special school tax la district No. 7 for mid year 1889, therefore It is hereby further ordered that the dwk of this board draw a warrant on the foods of school district No. 7 for the amount of I , the amount paid by him into the funds of mid district No. 7 for the mid year of 1889, and that the treasurer charge the said amount of 8 to mid district No. 7. In the matter of payment of salaries of county officers: It is hereby ordered that the auditor draw warrants (or the salaries of all county officers for the month of January, 1801, and for each succeeding month as by law provided in the twenty second danse. The board again proceeded to consider ation of the matter of the petition of H. J. Jenks, £. C. Jenks and others (or the establishment and organisation of an ir rigation district wlthia the boundaries referred to and hereinafter described. All of the proposed district, lying and being in the county of Yakima, in the state of Washington, desire to provide for the irrigation of the land within said district, and propose the organisation of an irrigation district within the same un der the provisions of so set entitled, “An providing for the organixatins and govern ment of irrigating districts and the sale of bonds arising therefrom, and declar ing an emergency,” which act was passed by the legislature for the year 1889-90 and approved March 20, I860; that the lands described within said boundaries are ane ceptable of one mode of irrigation from a common source and by the same system of works; and tbe some petition has been published for at least two weeks be fore the 2d day of February, 1891, in The Yakima Hsbalo, a newspaper printed and published in the county of Yakima, state of Washington, together with a no tice stating the time when the petition waa to be presented. Wherefore it is ordered and considered by the board of county commissioners of Yakima county, in regular session, that the land described within the following boundaries, to-wit: (Hera follows the boundaries and descriptions before given.] All of tbe proposed district lying and being in the county of Yakima, in the ■late of Washington, be and the same is hereby declared to be a proposed irriga tion district, to be known aa tbe Falls Ir rigating District; and it is farther ordered considered that tbe said proposed district shall be divided into five divisions, as fol lows, tO-Wit: The first division shall inclode all of the said district situated in sections Dam ! bered 12 and IS, twp. 8, north of range 23 east, sections 7 and 18 and the west half of sections numbered M and 17, in twp. 8, north of range 24 east. The second division shall include all of the said district situated in sections 16, 9. I ID and 15, and the wart half of .action, j II and 14, and tha aatt half of aactiooa 8 and 17, twp. 8, north of range 24 aart. The third division shall include all of the said district situated in the east half sections numbered 14,11 and 2, twp. 8, north of range 24 east. The fourth division shall include all of the said district situated in sections 12, IS and 1, twp 8, north of range 24 east. The fifth division shall include all of the remainder of the district. He is getting indorsements from the lead ing financiers of Oregon and Washington, and the legislature at Olympia haa asked for his appointment. Senator Alien has gained a decided vic tory. and the new Pacific coast navy yard and dry dock will be located at Port Orchard. Washington bad to buck against Oregon and California, hut finally se cured tiie prise. The bill appropriates $25,000 for a site and $700,000 for a dry dock. Burns A Chapman have secured the contract to build fifty-five miles of road for tbe Great Northern railroad from the falls of thnJCootenai to Deep creek. They will employ between two and three thou sand men. They expect to have cars run ning over the road by January 1,1892. The work will coat about $1,250,000. Senator Wilson hat introduced a bill in the state senate prohibiting the rate of fare on any railroad within tbe state ex ceeding four cents per mile for passengers over the age of twelve years, nor in ex cess of half that sum for any passenger under the age of twelve yean. A similar I bill haa been indorsed in the house by the commiltee on railroads. Every week the Scientific American pre sents whatever is new in the world o( science, art, and manufactures, thus do ing service both to theoretical and practical works.
