London Recent reports as to tho 111 health of Emperor Franz Joseph of Austrlu-Hungary have caused some alarm In British diplomatic circles. The aged emperor Is said to bo In a low state of vitality, and his death at any time would not be surprising. What will transpire In tho dual mon archy he has ruled so well, In the event of his death, Is now an Inter esting subject of discussion among those Interested In European politics. According to thoe who keep In touch with foreign affairs and who understand the mysteries of conti nental politics and Intrigues, that which would happen In the event of the death of the old emperor depends entirely upon the strength and Indi viduality of the archduke who will succeed to the throne. And of Archduke Franz Ferdinand not enough Is known here to Justify positive declarations. In late years he has demonstrated a more con spicuous capacity for statecraft, a more Infinite understanding of his future duties, a deeper sympathy with the heterogeneous elements that compose his country. Trouble On Tap. For many years the emperor has held together the loose parts of his empire, sometimes arbitrarily, in the hollow of his hand, as It were, but always plainly with a mind to pre serve Its Integrity and harmonize the Jealous factions. Now as he Is about to lay down the work, which remains undone, and when Franz Ferdinand ascends the throne he will find con ditions well calculated to try his met tle as a monarch. In Hungary, loose ly held to Austria, he will be harrass ed by leaders who for years have been searching fur a pretext upon which to hang a declaration for autonom- ous government, lenders who nave been fostering the ever present desire for absolute independence. The first misstep of the new ruler would pre cipitate the crisis, -whose present ex istence Is denied. That Kaiser "ft'll helm should ferment trouble In the house of his neighbor is a prediction which finds but few believers here. Diplomats and statesmen do not place as much credence In the cur rent stories of Kaiser Wllhclm's "boundless ambitions" as the author of these stories profess. Kaiser Wll helm has been a power for peace, and that he will remain such Is the general expectation. In fact, assur ances that Germany casts no cove tiius eye upon the German-speaking provinces of Austria has been offici ally lodged with the German em bassy here. Geriiuiny's Ambition. It s pointed out that the Pnn-Ger-mnn party in Austria has received no encouragement from the kaiser and that the dream for a southward ex tension of the German empire has long been renounced. Yet it Is stated with no lack of force, that if Ger many Is to become a really great na val power, If she Is to play a conspic uous part In the politics of the Medi terranean her path lies through the German provinces of Austria to the Adriatic. Even If that be Germany's ambition, the answer Is made that the time Is not ripe for the execution of such a program. Hungary and Bohemia would rise against it. Italy would not support her ally's contention, for In case of dismemberment Italy herself might lay claim to Istrla and Dalmatla, where the Italian tongue Is spoken; and Russia, France and Great Britain would resent so marked a disturbance of tho equilibrium of Europe. Yet the shadows of all these ques tions, If not their substance, will con front the ruler who succeeds to the throne of Austria-Hungary In the event of the death of Franz Josef. How well equipped Franz Ferdinand Is to cope with them remains to be seen. Under tho tutelage of nls uncle the emperor, he has received a pro. per understanding of the things that he must know. He Is of ripe years, born In 1863, son of the emperor- king's late brother, tho Archduke Karl Ludwlg. His mother was the Princess Annunclata, daughter of the late King Ferdinand II, of Naples. He married, In 1900, the Countess Sophia Chotek, having first duly re nounced tho right of his future chil dren to succeed to the thrones of Austria and Hungary. HELPING ECONOMIZE.
