The gruy dawn of the morning found the .national capital almost as quiet If not ho deserted, as a haunted cemetery at midnight during the dark of the moon. Pallid as ghosts, worn und weary and with not a cheer left In them, hundreds of belated flsltors are hurrying to the stations to board trains for home. Washlngtonlans are sleeping late this morning, business Is almost at a standstill, and those whose occupations force them to be up and doing wear the stupid air of those who celebrated over-much on that grand and glorius yesterday that marked the passing of Hoosevelt and the arrival of Taft. The decorations of Inauguration day look sadly torn and draggled this morning. Despite the "tired feeling" so prev alent today, there are not a few statesmen who are already consider ing the future of the new administra tion and the things to be accomplish ed by the legislators, and among these the principal topic of conversation Is the special session of tho new sixty first congress which will convene ten days hence. Many Congressmen Remain. Although a majority of the mem bers of both branches of tho national legislature have gone home to rest during the Intervening Interval, many of the leaders will stay In Washington to discuss with the new president the plans for the special session. I'nless present signs fail, dog days will find congressmen sweltering over tariff schedules Instead of toying with long glasses filled with ice and straws n the verandas of summer resorts. There has never been a general tar iff revision b'll framed and passed In less than 131 days. In addition to this congress has got to be reorgan ized. This Is going to take some time. A speaker must be elected, commit tees framed up and other preliminary work done. Speaker Cannon has refused to con sider anything that would take his at tention from congress before the last of July, und It Is even 'ntlmated that he has a suspicion that the special session may run right up to the open ing of the next regular .session in Do t-ember The attitude of the demo crats is not .going to help matter along any. With the Insurgents, they propose to take all the time they want In discussing the various phases ol the tariff bill. They may not have bill of their own to offer, but the will have a few remarks about the one presented by the republicans. And the senate will probably not break Its long established deliberative meth ods, when it gets hold of the bill. Hasten Tariff legislation. Those who want the tariff leg's latlon hastened are not losing oppor tunities to get information of the probable long session before the peo ple. They hope to arouse tho bust ncss Interests which are waiting to see what the new tariff law will con tain, to put pressure on members of congress to the end that the tariff schedules shall be established and business become normal again after the suspense of pending tariff legis lation. Superintendent John T. Ramlres of the line, who went down to Quaran tine to expedite the passage of the ship, told the other 249 that the boy must be found or they would bo de tained Indefinitely. Everybody went hunting for the little boy, including his mother. The search was kept up an hour and the boy was not found. His relatives began to suspect that he had tumbled overboard. Then a steerage passenger who was weary of waiting stumbled over a roll of rugs, which Immediately got Into motion. Xavler had crawled Into the roll. The protracted drought which has held' Piano county in Its grasp since early last fall, hns reduced stockmen to the extremity of chopping leaf-laden branches from trees to provide food for their starving cattle. The grass has withered and blown away, leaving the pra'rles almost bare. Water Is scarce and the caatle dying. A prominent stockman from that county says that the cowboys have discarded the lariat and spurs and armed themselves with axes for the new and novel work. The oak trees, by reason of their deep, piercing roots, have preserved their greenness throughout the drought and have meant thousands of dollars to the stricken stockmen. How's This?
