An efficient fleet of bat tleships, both on the Pacific and At lantlc oceans, was advocated by Hoc rettiry Meyer In a speech tonight at the dinner of the TioHton Ileal Estate Exchange. Mr. Meyer bIho declared that a strong navy should bo regarded as the cheapest and best Insurance against war. TJie Spanish war, he Raid, cost more than half a billion dol lars, while eight battleships of the Oregon type, which, he implied, might have averted the war, would have cost less than $50,000,000. Mr. Meyer paid: It Is Important that we should not forget that, while peace societies are a power, their chief value Is a form ative Influence, to stimulate sentiment and orystallzo public opinion against the horrors of war. The really ef fective anil honorable method of avoiding war Is to be prepared for war by the possession of an effective, up-to-date and thoroughly equipped fleet of battle-ships, both on the At lantic and Pacific oceans. Our officers and men demonstrated their efficiency and the battlc-shlps their seaworthiness when they made the circle of the globe without an ac cident and on a schedule of time which has undoubtedly excited the envy of every general manager of our transcontinental railroads. That fleet, which has worked so well as a unit, should not be divided between the At lantic and the Pacific, but our naval armament should be so provided for thnt eventually we shall have a force of buttle-shlps In each ocean equiva lent to that which we now have In the Atlantic.
