Private Citizens on Budget
Board Favored Trying to
Work Under Charter Limit.
In a test of strength between office
holding and non office holdlns mem
bers of the city budget committee
last evening the latter were outvoted
and action was taken lo submit to
the people at the November elec
tion a budget calling for a total city
expenditure of f 114, Jill. 71. This will
mean an lnr.rea.scd tax levy of two
mills and under the charter ' re
quirement this increase will have to
be voted by the people before it can
be made.
It was contended by the '''civilian"
members of the budget committee
that while all the tilings listed in
the budget made up by the council
are very desirable it would be pos
sible to Bet by 'under the 11 mill
limit by eliminating certain things
and resorting if necessary to t lie j
use of warrants.
The test came over the proposition
of eliminating an item of $7000 for j
a new street flusher. Messrs, Mat- (
lock, McCook, Kwearingen. llur
roughs and Aldrich voted to elimi
nate this item while llayor Hartman. One
and Councilmen Dunn, McMonies,
Hond, Kriedly unci I'enlaiid voted in
the negative. The vote was thus
six to five for upholding the esti
mate, J. 1j. Vaughan being in the
chair and not vcting.
Inasmuch as the decision to in
clude a new flusher meant the ne
cessity of an additional levy fur
ther efforts to trim the budget wire
dropped and the budget as first pro
posed by the council was adopted
with" an additional provision for an
other policeman at a salary of $1,
500 a year. It Is the intention if the
budget carries to convert one of the
present patrolmen Into a night desk
officer; it being held it is very un
wise not to have a man always at
headquarters In case a call for the
police should come by phone.

A feature of the present budget is
that It provides the sum of JSuOO
for a sinking fund with which to re
tire bonded indebtedness when due
and also a depreciation fund of $2.
500 for the fire department so as
to have money available when new
fire equipment Is needed.

at Constantinople today tfhtte Turkish cavalry approached '

eight destroyers tave guns trained on the advancing Tivrks un
der Mustapha Kemal. Allied marines were prevented from
landing at Smyrna by the KemaliHts yesterday. Great damage
was done to the Turkish quarter of Smyrna, when the Greek
warship Kilkos opened fire. Refugees here continued to tell
stories of Turkish atrocities. The American flag prevented a
massacre in one instance.
Airplanes are included in the British forces. The main
Kemalist army extended its right winir to within fiftv milpa nf
