Now that this is the first week in March, ami travel on Central avenue is greater than at any other time ot the year, it Is not unnatural that forces of men are cutting up the pave ment on this thoroughfare, blockad ing traffic, and preparing to patch holes that have been a menace to travel tor the past three months. The responsibility of the city is joint, for the city could take drastic steps it necessary, to force the commissioners to do the duty they were elected to, do, or the council could take steps to remove them.
