I Everyone welcome. ; INCOME ~TAX~ QUESTIONS ! 1 i The following statement is is-j sued by H. L. Remmel, Collector of < Internal Revenue for the District ] of Arkansas, Little Rock, Ark. ', The Revenue Act of 1921 con-L tains two new and important pro-' visions, which are the subject of * frequent inquiry. The first relates j to the personal exemptions allow ed married persons, and the second ; o the provision requiring that a ( •eturn be made of gross income of i $5,000 or more. The Act provides that a married, 1 person, living with husband or wife, whose net income for 1921 ; was $5,000 or less shall be allow ed a personal exemption of $2,500. ' If tiie net income of such person was over $5,000 the exemption is ( $2,000. Under the Revenue Act of , 1918 the personal exemption al-:, lowed a married person was $2,--* 000 regardless of the amount of H let income. The normal tax rate | remains unchanged ,4 per cent onj the first $4,000 of net income ( above the exemptions and 8 per, cent on the remaining net income. ‘ In order that an income slightly ( in excess of $5,000 shall not be - subjected to an incordinately dis- . proportionate tax because of the , reduction of the exemption to $2,- 000 thereon, the law provides that such reduction shall not operate . to increase the tax, which would , he payable if the exemption were $2,500, by more than the amount of the net income in excess of $5,000. For example, on a net income ol $5,010, the tax, withcu! thi* saving clause, would be $120.10, which is 4 per cent on $3,010, lhe amount of ret income less an ex- ; emption of $2,000. The actual lax is $110.40, computed as follows: from the ret income of $5,010 is ( deducted $2,500 ,leaving $2,510, the 4 per cent tax on which ; amounts to $100.40. To this is ( added $lO, “the amount of net in- j come in excess of $5,000.” The personal exemptions allow ed married persons, apply also to . the head of a family, a person ( who supports in one household , one or more relatives by blood, marriage or adoption. Heretofore, a person whose net income wos less than his exemp tion (SI,OOO if single, or $2,000 ii married) was not required to file ( a return. Under the Revenue Act of 1921. if the gross income of an individual equalled or exceeded ( $5 000, or if the combined gross , income of a married couple and ‘hat of dependent minor cWWffen , equalled or exceeded $5,000, a re- , ♦ urn must be filed, regardless of ( the amount of net income. “Net i’come” is giois income, q> ; cp»-i ;*. deduct io* s. Mrs. McClure and two children also are reported to be dangerously ill. HOW TO GET INFORMATION. Following is a statement from Commissioner of Internal Reve nue, David H. Blair, relating to the procedure with respect to inquiries received by the Bureau of Inter nal Revenue regarding tax liabi lities : “Requests are being received daily for rulings and advice upon abstract cases or prospective tran sactions involving questions of income tax and profits liability. These requests are so numerous and the insistence on prompt ac tion so great that it seems advis able at this time definitely to out line Hie Bureau’s policy which will govern the consideration of these requests. ‘‘ The Revenue Acts of 1918 ami 1921 depart widely at many points from prior law or practice, and have given rise to new questions •if such importance, complexity, a t innber that the resources of i.■ Bures.a •re ) more than ade :iii•* ' ) :t'b. i■* ; payt i-s prompt- ‘heir present liabilities aris- • out of p' • 1 transaction ■.
