REPUBLICANS OF THIRDJUSTRICT May Decide not to Offer Candidate For Congress. REALIZE IT HOPELESS FIGHT. Question is Left Largely With Local Leaders.—They Know Futility of Such an Effort and Will Probably Not Have Candidate It is not at all probable that the Re publicans of the Third district will nominate a candidate to oppose Hon. E. B. Lewis when their convention as sembles on August 19th. Several days ago it was practically agreed that the party would put up a straw man for Democrats to riddle, but realizing the utter futility of such effort the party leaders are now inclined to renig in this propssition. Col. Johnson, state chairman, after consultation with some of the more influential republicans in Americus and throughout the district, has agreed to leave the matter largely with them. It is known that several of the faithful followers of Hanna here know that it would be a hopeless fight, with absolutely nothing to be gained, and are therefore opposed to a congres sional campaign in the Third. This was the expressed sentiment of some of the leaders here yesterday. Rea gan, in the absence of Judge Lumpkin, has signed an order appointing Mrs. Ida Bowman permanent receiver for S. E. Bowman & Co. Mrs. Bowman has formally took charge of the business and will conduct it until the affairs are wound up in a satisfactory manner. Mrs. Bowman is the first woman re ceiver ever appointed in the state —prob- ably the first in the country. Her ap pointment makes a precedent in legal {iroceedings and for that reason is of no ittle interest. The primary for the nomination of county officers in Webster was quite spirited, and contained a number of surprises alike for those who were elected and those who did’nt get there. There was a fall ticket, and interest was at high water mark. For the legislature Hon. J. P. Walk er carried off the plum over Messrs. A. P. Passmore and J. E. Dennard by a close vote: Walker 167, Dennard 41 and Passmore 131 respectively. For ordinary Judge T. J. Tharpe was re-elected, receiving 186 votes against 167 for his competitor, W. H. Cosby. For clerk of court, Col. Geo. Thorn ton had no opposition and scooped the solid vote cast —365. Clerk Thornton does’nt run on looks but otherwise his running qualities are hard to improve upon. In the sheriff’s race the vote was: J. W. Montgomery 156, J. L. Horn 132, C. M. Christian 76. Sheriff Horn has held the office for a number of years and is a most excellent official. Mr. Montgomery, the suc cessful candidate, is a well known young business man and popular throughout the county. Mr. J. P. Beatty was re-elected coun ty treasurer without opposition. The race for tax receiver was three cornered and resulted; H. M. Mar shall 216, R. L. Alston 80, G, W. Sims 65. A spirited sprint was that between Messrs. S. Bell and R. A. King for tax collector, Mr. King winning the prize and defeating Mr. Bell, the present incumbent. The vote was IQ4 to 166. G. H. Williams defeated C. C- Brooks for coroner by 8 votes only. B. K. Scott was elected surveyor without opposition. There were eight candidatee for the three vacancies on the board of county commissioners, the prize going to Mr. M, J. Leverett who received 279 votes, the next highest, Mr. Stapleton, get ting 221 and J. H. She is the first of four fine large steamers which the International Navi gation company is building for the Red Star line to ply between New York and Antwerp, stopping each way at a French port. London, July 12.—The British ad miralty has received the following dis patch from Vice Admiral Seymour, at Tien Tsin: “The Chinese continue fighting, often shelling the settlement. They are ex tending their lines along the Lu Tai An canal to the northeast, and are appear ing in greater force west of the city. “Yesterday we bombarded the city and immediate suburbs, which stopped the Chinese gun fire for some time. The French settlement and station are most subject to attack. Today there was an other bombardment. “Am steadily getting up more guns. Ten thousand troops are now here. Mora are required, but both the Russian and Japanese are expected.” Japan to Send 50,000 Troops. Yokohama, July 12.—Though no de cision has yet been announced, it is cer tain that Japan will send nearly 50,000 troops to China. The press agrees that the dispatch of so large a force is a duty in the interests of humanity, but asserts that a large measure of responsibility for the troubles rests upon Russia and Germany, because of their arbitrary ac tion in China. Business Disposed of at Monday Night 1 Session. Council Chamber —regular meeting— July 9th, 1900, Present, Mayor Hixon, presiding; Aidermen Oliver, Watts, Sherlock, Bolton, Guerry and Mitchell, Alderman Watts objected to the con firmation of the minutes of last regular meeting with the report of majority of Light committee recorded thereon, stating the report was incorect. Aid. Oliver then offered the following reso lution, seconded by Aid, Guerry, which was adopted: Whereas, at the last regular meeting of the mayor and council the majority report of committee on public building and lights reported adversely on erect ing either an incandescent or arc light on Lamar street, near residence of A. Pantone, and Whereas, said committee set forth in said report that owing to the scarcity of money, that five applications for lights had been refused this year by your honorable body, and all of which was prior to application of A. Pantone, and Whereas, this statement is a perver sion of the facts existing, the minutes of each regular and called meeting for the year of 1900 fail to show as a record either of the several applications for lights as set forth in said report of light committee. Therefore, be it Resolved by the mayor and council of the city of Americus, that the ma jority report of.JUight committee, as published in The Times-Recorder was not the official proceedings of this body inasmuch as the motion to receive and adopt was lost, and the minority report of said committee was adopted instead, and should stand alone as a record of light committee report. Resolved 2nd, That we ask in justice to the members of this council, who oppose the adoption of majority report of light committee, that said report be expunged from the minutes of last regular meeting. H. D. Watts, J, S. Bolton. Mayor Hixon requesting his vote re corded as against above resolution. Minutes were then confirmed. Mayor-pro tern Watts called to the chair and Mayor Hixon moved to re consider action of council of last meet ing as to placing new light in front of A. Pantone’s. Motion put and lost. Mayor Hixon resumed his seat, and upon motion the water committee v»s granted further time on investigation of burning of boiler. Ordinance committee granted furth er time on vaccination ordinance. Light committee was granted further time on Pantone light. Light committee reported the cost of putting in sewer between properties of W. M. Jones and S. Boone on Jackson street would be about $565, and that the property owners were willing to share one-half the cost. Upon motion of Aid. Oliver, seconded by Aid. Bolt on, report was laid upon the table. Petition of L. Stapleton for reduc tion of taxes as assessed on account of not having received notice, referred to finance committee. Petition of colored band for use of city hall one night this week, referred o mayor. Application of Aaron Durham for free license, upon motion, same was refused. Aid. Oliver moved, seconded by Watts, the reference of engineer at pumping station giving to finance com mittee with mayor added, with authori ty to act. The matter of putting in gas lights at pumping station referred to water committee with power to act. Following bills ordered paid: Pay roll water works, $40.30. H. S. Davis, C & T. Killed by Dynamite Explosion. Williamsburg, 0., July 12.—Un known persons placed dynamite under one corner of the residence of Henry Wilson, just west of here, at an early hour. The room above was wrecked by the explosion and William Wilson, a 10- year-old boy, was killed and Miss Kate Tucker painfully injured. The other occupants of the house escaped without injury. FOREST FIRE JS RAGING, Eldorado and Several Other Colorado Towns Are Threatened. Eldorado, Colo., July 12.—A destruc tive forest fire has been raging for the past two days to the east of here and gradually creeping to the city. It is now only a few miles away, and burn ing fiercely. Several million feet of lumber have been destroyed. The fire started in a saw mill and quickly spread to timber surrounding the mill.
