The Philadelphia Record has this ob ject lesson on protection and free trade: “England experts manufacture stuff to the yearly value of nearly or quite $1,000,000,000. The United States exported in the last fiscal year $432, - 184,366. England has practical free trade, whilst the United States boast of their protective policy, especially in tended to foster manufacturing inter ests by excluding foreign competitors from the home market. Considering the preponderance of English exports an argument favoring protection can hardly be justified by comparison of the I^Mjuuxdicies; but the Protection HOW ROTHSCHILD VIEWS IT. The Paris correspondent of the I Washington Post, a McKinley organ, ! < had an interview a few lays ago with Baron Rothschild, the famous banker of Europe, on the money question and other issues involved in the present presidential campaign in this country, As the Baron is the greatest money lender m the world he is, of course, an ardent champion and defender of the i gold standard and opposed to any move- ■ ment to remonetize silver. In this re spect he is in perfect sympathy with the Republican party, but on the ques tion of expansion his views are opposed to those of President McKinley, and he thus expressed himself to the corres pondent of the Washington Post: “One of the greatest dangers before the United States is expansion. While your country has vast developed, rich territories, for you to seek addi tional re sponsibilities in foreign lands is unquestionably an error, and would in the end lead to international com plications, in which America’s credit would greatly suffer.” This reads very much like an utter ance from Mr. Bryan or some other American opponent of the Administra tion’s Philippine policy, and it is in teresting to find that their views are in dorsed by a man who has no liking for Democracy in this country, and who cannot be suspected of any partiality for Mr. Bryan. The opinion of Baron Rothschild is that of a cool-headed and far seeing financier who made his enor mous fortune by lending money to the nations of the world, and.who, it is safe to say, has made national policies a close study. Baron Rothschild is mind ful of the fact that the Philippines were a source of expense and weakness to Spain, and so they would prove to be to the United States, even if we succeed in establishing a so-called supremacy over them. It is impossible for the Germans to see how China can be punished with out punishing its government or gov ernment advisers, and the German head is as level as usual in assnming that position. For the allies to leave ' China without shooting or hanging a few of the big ringleaders of the anti foreign movement would be to waste all the time and* enJJig.' they have so far expended. The absence of Secretary of State Hay from Washington may be a good political move but it cannot help our diplomacy along much. Hay at least knows more about that business than the second rate cabinet officers who have been in consultation with a wobly president lately. But everything must bend to the exigencies of the campaign this trip.
