AN INDIAN IN THE LEGISLATURE. ‘ A Delegate from ike Penobscot Tribe mn | " the Councils of the State ot Maine | Augusta, Me., March 15.-One‘. of the most interesting men in the" Maine legislature this winter hns'| been Joscph Nicola, a full-blooded Tndian, duly accredited represents ative of the Pcnobscot tribe. There are two tribes of Indians in Maine now, the Penobscots and Passamaquoddics, each ot which has a legally recognized organiza tion, receives a bounty trom the state, elects a governor and lieutena aut governor every year and sonds! a representative to the legislature, | The status of these representatives is Jike ‘that of the delegates to cons gress from the territories—they have a voice in the procecdings but no vote—nad Joe Nicola has a big bass voice that booms through the corridors like a moose horn when he addresses a committee on the claims of his tribe, for the Indiaus are nev er satisficd with what the state gives them, Representative Nicola says that as wellashe can fizure it the state owes his trike £459,000 for boomage rent and other items, but he makes lit tle progress in getting his c'aim through. e, however, makes the following proposition, apropos of the agitation for the removal of the capital : It the state will transfer the seat of government toOldtown, the Liome of the Penobzcot braves, the original lords of thia part of the carth acd whgre, Nicola says, the state house really belongs, he will agree to give back to the state half of the amount of this claim, or oy. er 8225,060. Imagine a tall, broad-shouldered man of middle age,with an Indian's bronze skin, straight black hair, sharp eyes and sober expression, dressed in a flinnel shirt, trock coat and slouch hat,walking up the capi tol steps with the dignity of a sena tor, and you have before your mind’s cye Joseph Nicola, the rep resentative of the Penobscot tribe. He tulks well but never diffusely, hins an average man’s acquaintance with the dictionary, spells corrects ly, writes a fuir hand and knows Lig arithmetic. He was educated like tbe vthcr Indians who are edu~ eated at all, by the Sisters of tle Catholic church, who make their cheerless home amid the squalor ot the Indian tribe on O.dtown island. Nicola is an observing man, and while he has said little has done a poweriul lot of thinking during the segsion, and bas formed his owu es timates of the lendinz members, *“I think ex-Gov. A Kice Business. A lawyer in Chicago, the great Alivorce mill of this country, dida pretty piece of work a short time ago. It seems that a certain Mr, £Yordon left Clicago on a business 4gip to South America, with his' wiie’s knowledge and consent, ex peeting to be absent several menths. As soon as he was out of the way, his loving spouse went to a iawyer, employed him to cbiain a Jjvorce, and in a short time was ‘nformed that she was free, and she straightway married another man, only to discover in a short #ime that she bad been deceived by the lawyer, and the divorce had not” been granted. It was granted after a short delay, and she was again married to her see ond hushaxnd, After six mouths Mr. Gordon re turned from South America to dis turb ber Jiappincss by an appeal tram the court. The investigation that foilowed biought cut the facts narrated above and also that the wife had never known on what grounds her lawyer bad obtained divorce. The moral depravity of both wo man and Jawyér must have been great, but the laseally lawyer wos the most dangerous to tke commus nity, and should receive condign punisiment. What kid of a law is it that is allowed to carry oo such a trade, and what kind of re spectable people dues Chieago have, anyhow? Triflig with so sacrel a thing ~as marriage, we are glad to say, is ‘not one of Georgia's peculiar traits, -and such proced ings are sufficient ‘to Dblast the repuiation ot any 'place. Chicago is a big city, and | a wealthy one, but her morals are litt'e better than those of the slunms { ot New York. Walker County's Waite Caps. The White Caps have appeared in Walker county, and have be come so lavless that the people of LaFayette have appealed to the Governor to aid in suppressing them. A band of them have been ridins the conntry at night tor sev erat weeks, dispuised, and commit ting outrages on citizens, and in the case of one family set fire to and destroyed their home. Saturs day night they fearfully beat one citizen of the neighborhood, and threatened to kill him if he was fouad in the county the next night.
