BOND ISSUE ' NOT INVOLVED January Election Simply to Decide On the Formation of a District. .There whs a meeting of the land owners under the Galloway ditch Tuesday evening, at which time State Engineer Ross explained the workings of the state law under which an irrigation district organiza tion is being formed. The one point generally misunder stood is the effect of the election called for Saturday, January 4. At that time the question to be decided is whether or not the district shall be formed. It does not mean ttie incurring of indebtedness to buy the ditch. That is a matter to come up afterward. If organized, the affairs of the district will be managed by five directors, one from eacli subdi vision us provided for in the notice of election appearing in this Usuo of the Signal. They will investigate the water supply problem, and when bonds are to be issued the people will vote on the question. The question was usked whether or not prior rights to water will he affected by the organization, and was answered in the negative. Tiiey will stand then the same as now. It was also asked whether the tax would fall as heavily on the land that, is dry farmed in wheat, etc , as on that which is irrigated. In reply it was said tliut the tax for paving any bonds that may be issued by the district would fall equally on all Ihe land, but that the charges for the use of water would be fixed by the directors and of course be based on the number ef inches used by the in dividual. It was felt that directors would apportion the water more sat isfactorily than a company.
