SPOKANE, Oct. 14. Thirty thousand
acres of fertile land along the Koot
enai river, in northern Idaho, will be
reclaimed by owners of land and set
tlers in the Kootenai valley as
as the county commissioners sanction
the plan to create a drainage district.
It is understood they favor the project,
the expense of which will be borne by
the owners of land in the district. The
plans presented by the engineer in
charge of the work calls for widening
the west arm of the Kootenai river,

DOLLAR DIPLOMACY IS
DEFENDED BY TAFT
SACRAMENTO, Cal., Oct. 14.—A
vigorous defense of "dollar diplomacy"
as exemplied by the Nicaraguan and
Honduran loan treaties now before the
senate, was made here by Presiednt
Taft.
The
President lauded the two
treaties, which guarantee the collec
tion of the custom duties of the South
American republics, to satisfy loans
to be made by American bankers under
the treaties, as a means of preserving
peace in Central and South America.
He declared that with the debts of
these two countries funded and the
collection of the customs in the hands
of men recommended by the United
States working under the protection of
this country, revolution would cease,
He urged that the interminable Hon
duran and Nicaraguan revolutions
have the custom houses as their ob
jective point, and that with these un
der American protection there would
be no incentive to revolution. The
loans to be made by the American
firms of J. P. Morgan & Co., Kuhn &
Co., the First National Bank and the
City National Bank of New York, are
to be used to liquidate the debts of
Honduras and Nicaragua and their
payment is to be guaranteed out of
the customs receipts.

SEATTLE, Oct. 14. — Gifford Pin
chot, former chief forester is due in
Seattle this evening on the steam
ship Admiral Sampson from Alaska.
Plans for a big mass meeting for him
here are being made and it is expected
that he will speak on conditions in
Alaska as he found them.

The New Orpheum.
The work of remodeling the Miller
building for the Orpheum theatre is
progressing rapidly. When complet
ed this new playhouse will give Mos
cow a creditable place for this line
of entertainment. Some criticism has
been made on the ground that the new
home of the Orpheum would not
be provided with ample exits to pro
vide safety for a crowd in case of
fire. An investigation was made by
the Star-Mirror with the result that
we can assure the public that this
feature has been amply looked after.
Altogether there will be nineteen
feet of exit. Considering that the
house will seat only 350 people, it will
be seen that with two rear exits, two
front exits, and a side exit, the doors
all opening out, that it can at any
time be emptied in a moment with
out any danger to those Inside.
When this matter was suggested the
Star-Mirror at once started an inves
tigation, with the intention of taking
watever action public safety demand
ed. The management immediately as
sured us that this feature was the
first to be considered, and that it had
been properly looked after.
