"Whereas, l'y a protocol concluded and'eigned August 12, 1S09, by Wil liam R. Day, secretary of state of the United States, and his excellency, Jules Cambon, ambassador extraordi nary and plenipotentiary of the lle puLlie of Prance, at Washington, re spectively representing for this pur pose the government of the United States and the government of Spain, the United Stages and Spain having formally agreed upon the terms by which establishment of peace between the two countries shall be undertaken, and Whereas, It is in eaid protocol agreed that upon its conclusion and signature hostilities between the two countries shall be suspended, and that notice to .that effect shall be given as soon as possible by each government to the commanders of its military and naval forces; Xow, therefore, I, William McKin ley, president of the United States, do in accordance with the stipulation of the protocol, declare and proclaim ou the part of the United States a suspension of hostilities and do here by command that orders be immedi ately given through the proper chan nels to the commanders of the military and naval forces of the United Slates to abstain from all acts inconsistent nith this proclamation. In witness whereof, i have hereunto set my hand and caused the seal of the United State to be affixed. Done at the city of Washington, tho 12th day of August, in the year of our Lord oue thousand and eight hundred and ninety-eight and of the independ ence of the United States tho one Jiundred and twenty-third. Spain will cable her com manders like instructions. Au official statement for press pub lication Retting out the provisions of the peace protocol was read and ap proved at the cabinet session Friday. It was prepared by Secretary Day, the purpose being to make it public imme diately after the required signatures hail beeu affixed to the protocol. Tl at Porto Pico and other Span ish islands in tho West Indies and an island ia the Ladnmes, to bo selected by tho United States, shall bo ceded to the latter. 3. That tho United States will oc cupy and hold the city, bay and bar bor of Manila, pending tho conclusion of a treaty of peace, which shall tor minato tho control, disposition and government of the Philippines. 4. That Cuba, Porto Pico and other Spanish islands in the West Indies shall bo immediately evacuated am' that commissioners to be appointo within ten days.shall within thirty days from the signing of tho protocol, meet at Havana and San J nan respectively to arrange and execute the details of the evacuation. 5. That the United States and Spain will each appoint not more than five commissioners to negotiate and con elude a treaty of peace. Tho commis sioners are to meet in Taris not later than tho 1st of October. G. On the signing of the protoeo hostilities will bo suspended and notice to that effect will be given as soon aa possible by each government to the commanders of its military and nava forces. As soon as the peace protocol was signed tho president sent for Secreta ries Alger aud Long and General Cor bin, and by his direction orders to cease hostilities forthwith were sent to Generals Miles, Merritt and Shafter, to Admirals Dewey and Sampson and military commanders generally. The order sent to General Merritt to suspend hostilities was as folloAvs: "Adjutant General's Office, Wash ington, August 12, 1898. Merritt, Manila: The president directs a! military operations against the enomy be suspended. Peace negotiations are Hearing completion, a protoeo' having just been signed by represent atives of the two countries. You will inform the commanders of tho Span ish forces in the Philippines of these instructions. Further orders will fol low. Acknowledge receipt. "By order of the secretary of war: "II. C. Cobbin, "Adjutant General." The orders sent to Geucral Miles and General Shafter were identical with the above save as to names. As tho order states further instruc tions will be sent to each general. General Merritt will be directed to confer with the Spanish commander at Manila to carry out the terms of tho protocol and to occupy Manila imme diately. General Miles will put him self in communication with the chief authority in Porto Rico for the pur pose of having the Spanish forces turn over San Juau and other points to him preparatory to evacuation. Owing to the conditions in Cuba, the orders to General Shafter to bo sent hereafter will be much different than those to other generals. The navy department is also prepar ing orders to all commanders on lines siiniVir to the war department order. I'rotorol In DupUcwte.
