A report on the work of the Agricul tural Experiment stations for the fiscal year 18D8, has been forwarded to Con gress by the secretary of agriculture. According to the report the stations liave, as a rule, steadily pursued their investigations, have accomplished much useful work and have increased their facilities for investigations. This has been partly owing to an increase iu the number of officials competent to undertake such investigations. As a result, there has been a gain in tho importance and thoroughness of tho original inquiries pursued. Arrange ments are beiug made to have in the future a more practical application of the results of investigations made so that farmers cau be taught to make the best use of discoveries. Aid from the states is found to be - necessary for this work, and, as a matter of fact, .much encouragement has been afford- edbythe liberality displayed by the Btates. A Washington special navs: At Thursday's session the house refused, by a large majority, to consider tho report of the judiciary committee, un seating General Wheeler and his three colleagues. It was a striking tribute to the great little general, for it was his popularity that caused his associ ates in the house to refuse to take up the case. Of course they had the best kind of excuse for declining, because of the shortness of time remaininc: but in reality tho reason they did it was be cause of their friendly feeling for Wheeler. The report of the commit tee, however, established as well as a report could tho law in the case and it will bo a precedent for the future. The political division upon the vote was significant. The vote Btood 77 ayes cast by 21 republicans, 43 demo crats and 13 populists and 146 nays, cast by 101 republicans, 44 democrats and 1 populist. A half a million dollars each was appropriated under suspension of the rules for the pan-American exposition at JJullalo and Ohio Centennial at Toledo. The senate bill carrying S1.000.C00 for a new building for the department of justice was passed. Transport Morgan City Reaches Manila. Ilebels Again Heard From. The United States transport Morgan City arrived at Manila Thursday. The two trading stamp companies doing business in Chattanooga, Tenn., folded their tents and silently stole away Thursday, going nobody knows where, and about $1,000 worth of their stamps now in the hands of ke people and as many more in the hands of merchants are unre deemed. This action of the companies grows out of the law passed a few days ago by the state legislature in which these Companies are heavily taxed for doing business in this state. It is stated that their books now out will not be redeemed and there seems to be no way to force their redemption. COURT AWARDS PRIZE MONEY. A traveler in Siberia relates an ex traordinary occurrence among tho frozen regions of that country. A Washington special says: The last lingering possibility of an extra session of congress disappeared Wed nesday when the houso passed the senate army reorganization bill. Very considerable and vigorous op position to the acceptance of the sen ate bill was voted on both sides of the hall and for a time it appeared possi ble that the bill would not secure the necessary two-thirds to pass it under suspension of the rules. But the republican leaders, Messrs. Henderson, Orosvenor and Cannon, came to its support on the republican side and Mr. Bailey, the democratio leader, threw the weight of his, influ ence in favor of the bill on the demo cratio side, arguing that it provided for only a temporary increase of the army which would be made permanent if congress were convened in extra ses sion. Another big element in the vote was Mr. IIull's recital of a statement made by the president to him that he would not construe section 12 as authority to conscript the minority in volunteer or ganizations which should elect to re main in the Ber.vice. The bill passed, 202 to 32, and it now goes to the president. The decks were also cleared of many other important matters. The general deficiency bill, carrying 21,000,000, was passed under suspension of rules without a word of criticism. This is the last of the appropriation bills. The senate amendments to the river and harbor bill were non-concurred in and it was sent to conference, the friends of the Nicaragua canal amend ment having decided to postpone their fight until the conference report. The conference report of the omni bus bill, the naval personnel and many other less important measures were agreed to. Dewey Is Given rromotlon. The senate bill making Dewey a full admiral was passed. The bill now goes to the president for his signature. There was considerable excitement on tho floor before the assembling of the house at 11 o'clock in anticipation of a desperate fight upon the Nicaragua canal amendment to the river and har bor bill. Immediately after the read ing of the journal the senate amend ments to the sundry civil bill were non-concurred in and the bill was sent to conference. Mr. Mahon, republican, of Pennsyl vania, chairman of the committee on war claims, presented the conference report upon the bill to pay certain judgments of the court of claims, under the Bowman and Tucker acts. As it passed the house the bill carried $1,180,000. The senate placed upon it what is known as the omnibus bill, increasing it to $9,030,000. Over $4,000,000 of the increase were Bow man and Tusker act claims, $1,055, 000 were French spoliation claims and $482,000 were miscellaneous claims. The conference report reduced the total carried by the bill to $3,100,000. The southern war claims, which carry in them from $200,000 to $300, 000 for each of the southern states, was passed. TEACHERS BEING PAID. One-fifth of Georgia's Available School Fund Being Disbursed. The distribution of Georgia's school money for the first month of this year bean Wednesday. One-fifth of the total school fund for the year became available, the amount being a little more that 8280,000. Before the checks are sent out the school commissioners of the several counties must render itemized expense accounts, audited and approved by their county boards of education, to t h A fl ATI atmnt of education. After these accounts have been approved by the state school commisaioner he makes requisitions for warrants for the amounts asked for by the several counties, or so much thereof as may be to the credit of the county. ' Although GoA'ernor General Brooke has wired $30,000, required for the February payrolls, there is still a deficit of nearly $20,030, and, tho orders from Havana still hold good limiting the expenditure during the month of JIarchfor the entire province to $10,000.
