The republican party has, ever since 1890, given pledges to the people en gaged in the shipping business that it would pass in their interest a ship sub sidy bill. The millionaire ship-owners are now demanding the redemption of that pledge. It does not require any long:wiuded explanation to get at the essence of this swindle. If there is any proof lacking that the leading men of the republican party in the low er house and senate are in sympathy with the syndicates and trusts this should be ample. If democracy could postpone all its family quarrels and go to the country on these issues the re publican party would be swept from power. At a time when the country is ripe and overripe for a change in the popular branch of congress, when the more astute politi cians on the outside are watching with intense interest the game being played on the political checkerboard in the halls of legislation, the republicans are daily making capital for the good of de mocracy, and some democrats, promi nent, if not recognized leaders, seem ready to hand it back to them. It re quires only casual notice of the daily proceedings to confirm this statement. It is a disappointing and shameful fact that some gentlemen sent here by deni cratio constituencies actually stand in their plaoes and advocate republican political legislation, and, being ques tioned by their colleagues, admit on the floor of the house that they are re cipients of strong departmental favors. For instance, last Monday, when speak ing against the bill to take rural deltv ery carriers out of politics and put that service under the contract system, Hon. Clande Swanson, late candidate foe the democratic nomination for governor of Virginia, stated that he had secured the appointment of thirty or forty car riers in his district, and that his private secretary has been appointed a member of the examining board in the depart ment here. The facts appear in the debate, and are legitimate for comment. Mr. Swanson is the rankling democrat on the postoffice committee. His atti tude is of his own making, and if it hurt him only would be of no conse quence. Bnt it is one of several eases that are hurting democracy by weaken ing its power and compromising its ad vantages. It is lamentable that when there are vulnerable republican points to attack, democrats can be found standing for their defense, and this is the pith pf much of the party trouble. When the scroll is unrolled and the re cord made plain the people wjll be amazed, and yet democratic newspapers will be found ready to apologize for and explain it all away tai this to ad ded party detriment. Control of the next house of representatives is of nt most consideration. The republicans are nervous and uncertain about much that they are doing, bnt when they find ready defenders in the minority party they are strengthenen and made bolder, while democracy loses what might have become a gain. " DEMOCRAT IN WHITH BOVHE. The republican leaders know that if they lose the house next fall, the chances of a democrat in the white house will be enhauced, in faot almost a certainty. Even the Washington Star, the most uncompromising organ of the administration, admits the Qui look to be favorable to democracy, and says a "demooratio house would no doubtedly be felt in 1904, if it did not turn the scale that year. Now is the time for democratic unity and wisdom. It is also a time for set purpose toward the most spirited congressional cam paigu the country has seen for years. It is none too early to call the people to close study of the importance of the outcome of that contest. Who the leaders will be is not now to be stated. Hon. James D. Richardson having an nounced that he will not be a candidate for re-election as chairman of the con gressional campaign committee, several suggestions are at the front, but it is a little early for action. Whoever may be selected, it is certain that Senator Gorman will be a valuable aid and ad viser, aud this fact adds to the demo cratic hope. Jo J. Iviks. men already rich to be the owners of ships. It is said, however, that the agents of the shipping interest who in polite language are also called con gressmen, will endeavor to whip the steal through. Just sol If, after "figuring," plan ning and cogitating two years on a bill to improve rivers and harbors, congress passes it in a few days or hours, surely tne same congreas would not be so mean as to refuse a gift of $0,000,000 yearly to the benevolent gentlemen who sail American ships! If we appro priate $00,000,000 to the creation of great national works of necessity and convenience, we ought not withhold the mere pittance of $9,000,000 a year to a combination of fine and promising patriots, who propose to carry our ex ports and imports and mails "at the Usual rates" for such service! If we build a navy for national defense, we will, of course, build a merchant ma rine for the enrichment of Mr. Oris com's company and the other aquatic pets of Mr. Frye, Mr. Elkins, Mr. Han na and the rest of that company bf phi lanthropists. This is precisely what the senator's argument comes to. He has not made a pretense of showing that our foreign trade will be carried for one penny less per ton, under his subsidy regime, than it is now. He has shown no benefits whatever to come to the export and im port merchants, or to the body of Amer oan consumers. All the fish in that net are to be fried for the delectation Of companies similar to the one headed by the modest Mr. Griscom, who has been a most persistent lobbyist for the ship subsidy grab. The country will want a better reason than you have given, Mr. Frye, for your plea that a gross sum ef $200,000, 000 shall be taken from the treasury and betowed on a ring or combine of ship ping corporations. , That is what your Dili means, wnen stripped of some plausible pretenses, and you can make nothing else out of it.
