BE Clmi nil nil of the Executive Committee De posed for Cause by a Large Convention In pursuance of a call by a large number of democrats from the various seotions of Washington county, a mass uieetiuK of the democrats of Washing ten county was held in the courthouse at 11:45 a. m , April 30, 1900, aud the following proceedings were had, to-wit: Hon. E. J, Baxter was elected chair man and J. L. Humphrey was elected secretary of such convention. At said mass-meeting a resolution was offered, and unanimously adopted. Said reso lution was offered by Cy H. Lyle, R. L. Patton aud J. L. Humphrey, com mittee, with a bill of particulars attach-ed-thereto', in the words and figures as follows, to-wit: "To the Democrats of Washington County: The very basis of democracy is that the voice of the people fairly and honestly expressed shall rule and all else is corrupt and corrupting. (2) The democratic party has always stood, on its fealty to democratic principles unbi ased by a republican leader or by re publican money. (3) One of the prtH cipal tenets of the democratic party being tquality among the sovereigns, that the poorest though he be a hod carrier, is as much a sovereign as the monied capitalist and in the councils of the party the only question should be is he an incorruptible democrat? (4) Recognizing the importance of organi zation to secure the success of the par ty, yet at the same time the will of the majority can not be ignored without violation of one of the most eacred principles for which the party stands aud without which the party can not stand. It is charged against Geo. W. Willett, the chairman of the democratic com mittee of Washington, as follows: (1) That he bus abused Lis trust and betrayed his party into this, that in the interest of certain candidates he has at tempted to change the chairman in a unmber of the civil districts of Wash ington county in a secret and clandes tine manner and thereby usurptiDg the power that did not rightfully beloDg to him and in violation of the old and well settled regulations of the party. (2) ihat be has without cause at tempted to remove or ignore the chair man in certaiu districts where they had been appoiuted by himself as the exec utive chairman and substituted others in their stead. When requested time SDd again by the secretary of the executive com mittee to be furnished with a list of the names of the parties composing the ex ecutive committee of the several dis tricts of the county he failed to do so. Therefore we demand that he be re moved from office as chairman of the executive committee of the democratic party of Washington county. CtH. Ltle, R. L. Patton, J. L. Humphrey, This April 30, 1906. Committee. The following is the bill of particu lars: In the First district he deposed Bax ter Taylor and substituted J. M. Copp as chairman. In the Fourth district he deposed H. F. Deakins and substituted J. J. Bar ron as chairman. He also removed J. 1 M. Blair as a member of the committee ' aud substituted Robt. Blair. Iu the Fifth district he added Win field Boyd to the committee. In the Sixth district he deposed H. 0. Jackson and substituted R. E. Tread way as chaii man. In the Eighth district he deposed J. D. Leach and substituted Wm. Walters as chairman and removed D, W. Leach. In the Ninth district he deposed II. H. Dyer and substituted Tbsd Cox as chairman and added R. C. Hunter to the committee. In the Tenth district he removed W. Y, DeVault and substituted Weldon DeVault and added A. R Johnson to tue committee. In tbe Eleventh district he added John Snider to the committee. Io the Twelfth district he deposed F. H. Boring and substituted S. n. Gray ; as chairman and added Sam Hall to' committee, i In the Thirteenth district he removed J. E. Gibson and appointed James Ful- kerson. In the Fourteenth district he deposed A. J. Campbell and made David Onion chairman and added Will Bayless aud Elbert Mortell to committee. David Guinn is a registered votered at John son City, iu tbe Ninth district of Wash ington county, and had no right to be member of said committee. In the Fifteenth he deposed B. C. Thomas and substituted A. S. Deade- paign down somewhat to the three gen rick as chairman and added his own tlemen who bad previously announced name as a member of the committee, in opposition to Col. Williams, Gen. H. He is now a resident" of Johnson City, H. Hannah, Hon. W. B. Cleage and but was in the convention at Jonesboro Hon. James Allen. Col. Carson to committee, All the changes have been made ar- bitrarily and without cause within the I last few weeks aud were not made for the good of democracy. The men who were sought to be displaced as chair men are the truest democrats in the county and it is apparent that tbe sub stitutions were made for the pnrposeof changing the complexion of the com mittee as between the candidates for governor and for the further purpose of putting men in charge of the district conventions who would do tbe biddiug of the chairman and attempt to run rough shod over the democracy of Washington county." After a full discussion of the above resolutions and bill of particulars they were adopted and made a part of the minutes hereof It was moved and seconded that the place of chairman of the exeoutive committee of Washington county be declased vacant and that Hon. E. J. Baxter, as secretary of said executive committee, be requested to call to order the county couventiou wheu it assembles at 1 o'clock this ev ening, whioh motion was unanimously adopted. It was then moved and sec onded that the committee, Cy II. Ly e, R. L. Patton and J. L. Humphrey, be requested to present to the county con vention when it assembles this evening a copy of the minutes of. this meeting, including bill of particulars. TnTlocating surveys for the Johuson City Southern railway, which the South eru railway has started from Embree ville, Tenn , to Marion,N. C, have been completed. The engineer corps will be removed this week from the line to Aa8h)vil!e, N.O., where preparations are being made to survey the Morris-town-Asheville line of the Southern railway for double track. The Johnson City Southern railway will be built between Embreeville and Marion, and will be ninety-eight miles long. Tbe railway will have about thirty tunnels, varying in length from 100 feet to 1,500 feet. The longest tun nel will be near Gil'espie Gap, through the Bine Ridge mountains, which tun nel will be 1,000 feet long. The Johnson Citv Southern railway will cost f5.0O0.-O0O to,. .6,000,000. It will be one of -the most d'lflFcult pieces of railroad work east of tbe ltocky mountains. i Twenty-two miles of the road east of Embreeville are under construction. Knoxville Sentinel ' Re-Knters Race. Col. Tteoa. L. Williams, of Knoxville, the East Tennessee member of the Ten nessee railroad commission, is in the city today, and announces that he has decided to again enter tbe race for re election. It will be remembered that at the beginning of the present cam paign Col. Williams was an announced candidate to succeed himself, and later retired, making the statement that the a condition of his health made it impos- ; aible for him to prosecute an active campaign. PROCEEDINGS OF DISTRICT CONVENTION , For the Ninth Civil District of Washington County, Tenn., in Obedience to the Following Call. "Pnrsnaut to the orders of a meeting of the democratic executive committee for Washineton county, Tenn , held in Jonesboro, Tenn., Saturday, March 31, the democratic voters of the Ninth civil district of Washington county are call ed to meet in a district primary conven tion, at the courthouse, in Armbrnst Smith building, Spring street, in John son City, Tenn , at 1 o'clock p m , Sat urday, April 28, 1906, for the pnrpope of selecting delegates to the delegated convention for Washington conntv, Tenn.,ou Monday, April 30, 1906, in Jonesboro, to elect delegates to attend the gubernatorial convention to be held in Nashville, May 29. 1906. The democrats of the said Ninth civil district met in the court-room in the Armbrust-Smith buildinp, in Johnson City, at 1 o'clock p. m., for the purpos es prescribed in sail call, and was call ed to order by H. H. Djer, chairman. The convention was organized by the election, by ballot, of W. J. Exuin as chairman, 137 votes being cast for Mr. Exum and only four against. On taking the chair Mr. Exum made a few appropriate remarks, counselling adherence to democratic principles, loyalty to the deoreres of the majority, nntramelled elections and a pure ballot, free speech and action and the same integrity and honesty in politics as in our daily business. On motion of H. H. Carr, duly sec onded, G. T. Lee was elected secretary tbe convention. On motion of Cy H. The Nashville American, though more or lesa neutral in its choice for govern or, takea a wise and firm stand on the question of contesting county delega Hons, It says; " Weakley continues to be included in the published list of contested coun ties. There is no contest in that oonn ty. Patterson has never thought of making any. UnlesB it be Wilson, no contest anywhere has been made at his suggestion. Bond will make no con test in Weakley. That county's vote belongs to Cox. There is no ground for contest iu Giles or Shelby. The same, we tbitik, is true of Davidson. Technical and frilolous coutests can not possibly operate in the interests of the party, and should not be tolerated, no matter what candidate or faction may favor or oppose them. If the par ty is guided by common sense and com mon justice it can not go wrong, and the people will approve it." All that is asked by Gen. Patterson is this " common sense and common justice" extolled by the American. He has not made bin campaign at tbe ex pense of party harmony, but in the in terest of that harmony. When the ex ecutive committees of the counties have canvassed the returns of the votes aud put their seals of approval to these re turns Gen. Patterson has, in no case, bolted from the decision and introduced the harmony destroying contest. In Weakley there was talk of a con test upon the part of Judge Bond's ad herents. Gen, Patterson had nothing whatever to do with the threat, and if there be a contest in that county he is in no way responsible for it. The Wilson county democratic exec ntiye committee itself declined to stand for the open fraud attempted in that county by tbe governor's prison warden. The Cox men there having made a con tract with the Patterson followers vio lated their faith and endeavored to set up Cox as the choice bf Wilson. I to recognize the subterfuge as the will of the democrats of Wilson. This com raittee, thereupon, called a primary and the county went overwhelmingly for Patterson. Thus the Patterson del egates from Wilson will go to the con veution with their credentials signed by tbe body having authority to issue them. It is claimed by Cox organs that Fat terson is contesting Wilson. This is not true. His delegation will be equip ped with credentials from the majority of the executive committee, consequent ly tbe real contestant of Wilson is Gov. Cox. - , It is not necessary to elucidate the situation in Giles, Davidson and She! by. Ail Tennessee knows the Cox tricks used in Giles aud Shelby and how friv olous and clumsy both of them are. The state, too, is well aware of the flimsy nature of tbe governor's pretensions to Davidson. The contests, then, iu Wilson, Giles, Davidson and Shelby, as instituted by Cox, come with tbe American's categu ry of "technical and trivolons contests," which, according to that journal, "can not possibly operate in the interest of tbe party, and should not be tolerated, no matter what candidate or factum may favor or oppose them " With this verdict we thoroughly agree and we believe the voters of Teuuessee will in nint upon its observance when their representatives meet in conven tion. PattersoD, who spent today at his headquarters in Nashville, left tonight for Gaioeloro, Jackson county, where he speaks tomorrow. Jackson, Macon and Trousdale counties are said to be overwhelmingly for Patterson. Alf Taylor Will Probably Make the Race Against Him. Knoxville, Tenn., April 28.-Unicoi, Sevier and Hancock were the only counties of the First congressional dis trict which were not represented today in a meeting held at Bull's Gap for tbe purpose of layiug lai3 to secure tbe defeat of Congressman W. P. Biownlow for re-electiou. A. J. Frazier of Gr eue- ville presided, and Dr. A B. Taylor of Bristol was secretary. Twenty-five re publicans, representing First district counties, were present. The meet'ng decided to issue a call for a mass con vention to be held at Greeueville ou June 6. to nominate a republican chu didatoforoongreBs in the First district. The resolutions condemn Brownlow for accepting tbe nomination for re election from his committee ; also con demn his alliance with John I. Cox, and his opposition to the candidacy of Hon. n. Clay Evans. Another resolu tion passed called upon the state exec utive committee to rescind its action in calling the state convention for so late a day, and asking a new date not later than June 15. The meeting cordially endorsed H. Clay Evans for governor. It is believed that Hon. A. A.
