Judge Hand's ruling granted a tem porary stay to westbound American Bhlp with liquors on board before the date upon which the treasury ruling ii placed in effect. This stay Is similar to the one granted to foreig nlines. "It would be a curious thing,'.' Judge Hand said, "if a country professing un der its fundamental law to forbid th use of intoxicants was to allow them without stint upon ships that sailed under Its flag. The only distinction pressed is that consequences will b disastrous to s.n American merchant marine, if of all other ships at sea oun alone are within this ban. "In the first place, the discrimina tion applies only to passenger vessels, which are a small part of any mer chant marine. "We have not decided on our next step," he said.s "We are considering the advisability to make a request for a supersedeas stay, but we are not yet sure whether we will do that or wait for the regular sitting of the su preme court to present our appeal. Mr. Keating declared that it was likely, however, that the decision would be appealed. He said that if Judge Hand's ruling was sustained by the supreme court it meant the death knell of American shipping as far as passenger traffic was concerned. DANCER QUARRELS; DIE8.
