Clarke of Arkansas, who led the Democratic revolt against the ship bill in the last session, looked with favor on the new bill proposed by government heads. Senator Clarke, who was renomi nated for president pro tern by the majority of the Senate caucus, after a spirited fight against him based on his opposition to the bill, let it be known that he would not oppose the new measure. The Arkansas Senator, during the debate in caucus Friday, was asked for his opinion of the new bill. He said he saw no objection to it and could give it his support. His op position to the bill last spring, he said, was because of its government; ownership feature.
