A cecond educational campaign to bring the public into closer touch with the internal operaitons of the express business is being conducted by the local express forces, according to a statement made by agent E, B. Council. The rew effort, which is being di rected chiefly at the employes of the American Railway Express Co., is called th "Making Good With the Public" drive, and the meetings held thus far lave been widely attended by the esprersmen. The marked success of the initial campaign to secure better packing and better marking of express ship ments, a few months ag5, led the express officials to probe deeper into the causes of the inefficient opera tion, due. in part to lack of intimate knowledge with the rules and regu lations governing the handling of ex press matter. One of the striking results of the better packing and better marking movement, it is announced, ia the great reduction in. number of "No Mark" shipments left on the express company's hands each month, with out any means of identification. Be fore an effort to improve conditions was made, 25,500 of these undeliver ed packages were each month sent to the various "No Mark" bureaus, in different parts of the country This monthly average has been grad ually reduced until the April figures show only 7,642, a majority of which were identified and sent to their proper destination. This represents a very small proportion of this 300, 000,000 shipments handled annually A marked reduction in the number of claims presented for lost or mis handled shipments is also noticeable. The willingness of the shipping public to meet the express company hs.lf way, in this matter, Agent E. B. Council raid yesterday, has led the compp.ny to give attention to other subjects needing improvement. As ha result of the public co-operation, yie slogan "Make Good With the Public' has been adopted . for the concluding meetings of the drive. Get-together meetings of the ex pressmen in every city and town in tho country, served by a railroad, are being held simultaneously with tho local gatherings. Specially prepared "Shop Talks," dealing with varPous subjects of importance to efficient express operation, have been read to the men and formed the topics for general discussion. Agent E. B. Council recently re appointed his local Better Service CnmfMgn Committee, composad of S. S. ckruthers and W. J. Wright to aid him in this educational work Ho is very much gratified with the interest and enthusiasm shown by tho local forces In the drive. The local express people are trying to get the co-operation cf shippers in this city, in those matters, particu larly so far as making out express receipts correctly is concerned. Many business houses using express receipts extensively prepare their own re ceipts, it is pointed out, and arc liable to encounter complications in presenting claims for loss or dam age to shipments, such receipts are not made out according to authorized express rules. The oponing meetings, last week, wore devoted to a discussion of how receipts should be made out to make thqm acurate, while legible way bills, accurate weights and proper la bels were also taken up. One im portant object of the Second Drive is to prevent rough handling of ship ments in offices and terminals, and this subject was considered from every point of view. The local committeemen empha sized the importance of c-.reful hand ling of shipments from the moment of their receipt by the express com pany, in good condition from ship pers, to their delivery at destination. Other subjects treated included the correct methods for handling perish- r.blo. goods, how the C. O. D. service can be expedited, the particular steps which should be taken to pro tect merchandise of exceptional value end the proper handling of all of the miscellaneous commodities traveling by express. American troops have invaded Mexico. The invasion came after bul lets fired by Mexican troops in the battle for Juarez had. killed one American woman and wounded five other persons, two of them United States soldiers in El Paso, Ter. In fantry, cavalry and artillery are in cluded in the units which have cross ed the line. The commanders said they are crossing the border to stop firing into United States territory.
