In spite of this fact the company has not earned its' 6 per cent dividend in full since the year 1917, except during the year in which it was guaranteed and paid by the Federal Government, and it was not earned from the operation of the property in that period. The total deficit in interest and 6 per cent dividend require ments for the first three months of 1921 were $283-084.00, or at the rate of $1, 132,336.00 per annum, which is 60 per cent more than in 1920. The result of the company's operations in Tennessee is worse, because now and for many years past the earnings in Tennessee have been less propor tionately upon the value of the property than for the company as a whole. The company has already secured the approval of increased rates by the Public Service Commission of other states in which it operates and is asking for similar increases in rates in Tennessee.
