CITY PLANS SECTION . OF STREET PAVING Authorize Purchase of Car of Oil, for " Streets. " , ..; The Board of Mayor and Aldermen had a very busy meeting last Tues day night. The most important per haps of all the propositioria discussed was street improvements. First of all Mr. Walker Kerr offered a motion to buy a car of oil for the streets. The trouble of having a scarifier out of pocket was suggested. The machine belonging to Union City is now at Tiptonville, headed oft by high waters. Before oiling some cf streets need to be resurfaced, but the motion finally prevailed to order the oil and the street committee was so instructed. Mr. Hopper, chairman of the street committee, suggested that the city should take somo steps towards gen eral street construction and he pro posed that bonds be issued covering the city's floating debt, the balance to be used in street work. Finally Mr. Tittsworth got a mo tion before the house to issue bonds for permanent street improvements, $50,000 altogether in serial bonds, maturing in thirty years, proceeds of which to be used exclusively in per manent street construction in Union City, on the property-abutment plan, cost divided by three, each citizen residing on the street to be improved to pay one-third of cost of same. After some discussion Mr. White made a motion In lieu that the mo tion to issue street bonds be carried over for two weeks, resulting in a tie vote, Mayor Woosley using his pre rogative in deferring the question until the next meeting. . ! ' Mr. Tittsworth proposed that the city take advantage of the surveys already made and first, finding the approximate cost lay out certain sec tions to be improved and, then have the improvements done under the supervision of the local street de partment, thus probably saving a considerable amount of money that would otherwise be paid to outsiders for a contract. He seems to have an idea of conserving our resources with all the economy possible, and this is very creditable indeed,. A representative of the Memphis Commercial Appeal was present, with petition for an appropriation for advertising in a trade edition of that paper This was for $100 to be applied onr a page for Union City and Obion County. The board cross-fired for awhile and then decided that it had no authority to invest funds from the city treasury in advertising, a very wise conclusion. An ordinance was passed providing that street vehicles take to the curb when the fire whistle sounds and that vehicles also keep out of the way of the fire truck, specifying limit for front and rear clearance. W. D.. Williams was employed as park caretaker for the present year. Mr. Tittsworth reported, that the floating debt of $28,000 had been re duced to $9,500 with' a 'balance in bank of $9,600. The Mayor made a statement to the effect that the action of the board on the 12th Inst., allowing him $50 per month for extra services f dr. Feb ruary and March and one half of January was appreciated, but that it was his desire that such action be re scinded. . Discussion ensued, the members favorable to the extra, pay stating that they felt within their rights in such action. Probably, says one the motion should have been for extraordinary services instead of ex-officio services. Finally Mr. Titts worth taking the chair, the motion to rescind prevailed. SPECIAL ADVICE.
