J ffi Should .a-All correspondeuce with this om addressed to “Th* ___________ Friday, August 18, burn wood The formation of a committee in Maryland for the distribution of coal, as recently published, makes it very certain that when it comes to priority shipments of coal, the private buyer for home use in the small towns and in the rural sections is going to be very close to the end of the list first thought this may seem alarming to one who is accus tomed to depend on coal for win ter use. But this alarm is un necessary, because right at hand in e ,ery part of the State, wood is growing—wood is going to waste, wood that could readily keep you warm. It may be a surprise to learn that a cord o seasoned oak or hickory has a heating value equal to that ot a ton of anthracite, and yet it is a fact. Of course, wood is a nttie more bulky to handle, you have to give the stove a little more attention in cold weather, but you certainly get the heat. Who hasn’t felt the genial warmth just pour out of one of those old air-tight stoves? There are plenty of pipeless furnaces now on the market that will burn wood equally as well as coal, just an air-tight stove on a larger scale. Thousands of cords of wood are wasted every year in the woods, which if cut up, season ed. and delivered in towns would readily sell for $6.00 to $7.00 per cord. It takes some little time for wood to season properly, that’s why .the State Board of Forestry is calling attention to getting the wood now. Oak ar d hickory, of course, stand at the top of the list, but locust, beech, river birch, and wild cheery are very good. Pine gives too quick and hot a fire, but it will help to mix in with some of the poor ly seasoned hardwoods, and is especially adapted for cooking. Be it euacld by the General ; Assembly of Maryland, That Section 8 of Chapter 731 of the Acts of 1920, i entitled “An Act to incorporate the town of Hi verdale, in Priuce George’s 1 County, Maryland, aud to fix the j town limits thereof, to define the per i sous qualified to vote therein, to pro -1 vide for and regulate the election aud | appointment of officers therefor and the terras aud qualfications of such officers, to define the method of govern ment thereof, to define the corporate powers aud to provide an election to determine whether or not the citizens thereof desire to become incorporated,” be aud the same is hereby repealed aud re-enacted, to read as follows: Section 8. And be it further enacted. That the Common Council of Riverdale shall meet publicly at least once a month, aud all its meetings shall be public, aud the Mayor for all purposes, except as hereinbefore noted, shall con stitute one of the Council. A majority shall constitute a quorum and a quorum shall be necessary to transact business. If a vacancy exists in the Council the Mayor and Council shall fill the same for the unexoired term. The said Council shall be the sole judge of the qualifications of its own members. They may provide by ordinance for contest ed election, they shall have the power • to appoint one or more bailiffs, who r shall have the same authority aud priv ; ileges within the town limits now pos i sessed by constables of Prince George’s i County as to the ordinances of said , town; the Council shall have power - to elect either one of their number or 1 some person not a member ot the Coun cil as their clerk and fix the compensa tion of the same; shall have power by ’ ordinance to provide for the good gov ernment of the town, for preservation ot peace aud order therein and for the maintenance of the good health of the residents thereof, provide and regulate the service of lights for said -town aud provide by ordinance for any regula tion or regulations governing the same; regulate, license or prohibit any and all such business abd occupations within the corporate limits thereof as shall In juriously affect the sanitary or moral conditions thereof, and by ordinance enforce any such regulation. Said Common Council shall have the power to construct and maintain streets, road ways and sidewalks. Said Common Council my provide by ordinance for the removal of nuisances; for the re moval of obstructions from the streets, lanes or sidewalks, for prohibitihg the carrying of concealed weapons, forpto hibitiug aud regulating the discharge of firearms, firecrackers, torpedoes aud other explosives, for preventing swine, cattle, horses aud other animals from running at large on the streets, roadways aud sidewalks of said town; said Common Council may make ordi nances, regulating all public amusements and exhibitions, for the suppression of vice and Im morality and for toe apprehension -of vagrants; said Common Council may regulate or prohibit the use or Jtnain taiuing of check or coin controlled ma chines commonly known as slot machines r aud to pass ordinances prohibiting !• the maintenance of any form of gam ;. bling device; to provide for the issue of (J building permits, permits for repairs and alterations, other than painting, iu ° excess of one hundred dollars in cost, a charge of not more than five dollars each to be made for said .permits, and to provide for the inspection of such buildings or repairs, the cost of said • inspection to be paid for out of receipts for said permits; to pass ordinances | prohibiting the keeping of a swine and J regula ing the keeping of cows, pig- Jeons and fowls within the corporate • limits; to provide for and maintain fire g hose and other fire-fighting apparatus; I to provide for the issue of licenses for the keeping _of dogs. Said Common Council may pass all ordinances neces sary to catry out and enforce the fore going provisions and to give full force and effect to the powers and authority conferred on said corporation and may enforce said ordinances by reasonable (fines and penalties, not exceeding twenty-five dollars in any one case. iA.ll prosecutions under this section or any ordinance made in pursuant e there . of shall be before the Mayor, silting as a judge, or any justice of the peace j of Prince George’s County resident of said town, who may, upon conviction, impose such fine as may be specified by any such ordinance, not to exceed twenty-five dollars, and ‘in addition thereto may imprison the offender un ( til the fine be oaid, not exceeding fif teen days, such imprisonment to be in the town lock-up, if any be provided, or in the county jail, and the Sheriff of Prince George’s County shall re ceive and! confine any person so com mitted. Any person prosecuted under this Section shall have a right to a[- peal to the Circuit Court of Prince George’s County, in the same manner as appeals are now allowed by law from convictions by Justices of the Peace. Any such fines imposed by said Mayor or a justice of the peace, less lawful fees, to be turned over to the treasurer of the town of Riverdale for the use of said town. Said Council shall also have the power to fix the compensation of the treasurer of said town. . Section 2. And be it further enacted, 1 That this Act shall be submitted to a vote, and all citizens above the age of twenty-one years, who shall have for one year next preceedtng such election resided within the corporate limits of said town of Riverdale, as set forth in Section 2 of sa'd Chapter 731, shall be qualified to vote at said election, and said election shall be held'in connec tion with and at the election to be held ■ on the first Monday in May, 1922, at the election for town officers, as pro vided by Section 5 of said Chapter 731, and said election shall be held in ac cordance with said Section 5, and all ballots at such election shall have ptint ed thereon the words “For amend f ment to the Town Charter providing for additional powers to the Mayor and Common Council” and ‘‘Against amendment providing for amendment to the Town Charter, providing for ad ditional powers to the Mayor and Com mon Conned.” Not less than ten days before said election the said Mayor and Common Council shall cause to be posted in five public places within the corporate limits of said town a notice notifying the citizens of said town, who are qualified under this Act to vote, of said election, and to said no tice shall be attached a copy of this Act; provided, however, that if for any reason said notice shall not be given or not given in the manner prescribed by this Act, such failure of publication of said notice shall not affect the val idity of this Act nor operate to prevent its taking effect. If it shall appear on the canvass of all the votes cast at said election that a majority of them have been in favor as this Act taking effect, then the said Mayor and Com mon Council shall, without delay, pro. claim its adoption, but if the majority of votes cast at said election shall be against this Act taking effect, then | this Act shall not take effect, j Sec. 3. And be it further enacted, That this Act is hereby declared to be an emergency law and necessary for the immediate preservation of the public safety, and being passed upon j a yea and nay vote, supported by three- i fifths of all the members elected to j each of the two Houses of the General Assembly, the same shall take effect from the date of its passage.
