McClellan, General Hancock of the United States army, General Couch pf Massachusetts, General W.B. Frankjin., adjutant general of' Connecticut. The fol lowing comprise the most important details of the measure: J3= Albion, Dec. 20th,1878. a The anual appropriation for the militia shall be increased from $900, 000 to $1,000,000, and in addition there shall be an appropriation of $1,000,000 for the purchase of arms amunition and equipments of the latest paterns, lto be divided pro rata ?imong the regularly organized mili tia of the several States. The pro ber apportionment shall be made under-the direct*on of a board of five officers,, fwo regular and three from the National Guard, one from each of, the great divisions of the country, *East, "V^est and South. The officers will be appointed by the president upon the recornmen (lafcion of the governors from the three great natural divisions of the coifatrV aboVe nkmed. They shall hayti tjje pHj ?6f the officer^ of equal grade in the regular armj wjiile on uch service. The regular officers shall be de tailed by the proper authority, and the senior officers shall not be of less Kmk than brigadier-general. This board shall prepare a system of re gulations for the uniform' organiza tion of the militia, wjrich shall be ssued to the State. i Each State accepting the money and arms allotted to It by the board shall furnish its soldiers with uni forms and equipments. The uni form thus adopted shall be the fa tigue dress of the militia, and must be worn when the command ar^ called out for active service and at such other times as the governors pf the State may direct. The full dress local uniform shall be retained and worn on their occasions. The president shall asign from officers of the rank of brigadier-general on the retired list, who are capable of per forming such duty, ten inspectors of militia whose duty it shall be to make annual inspections. It is also intended that each State shall put up a rifle-range and *ap- pointan officer to superintend rifle practice and the federal goverment is to offer a stand of colors each year for the regiment in each State which shall show tn'e inost proficien cy in drill and, discipline.
