The friendly interference of ti e
United Stales aided in the estab
lishment ot peace in Centra! Amer
ica. In Columbia an armed force ot
the United States was found neces
sary to keep the Isthmus of Panama
open to commercial transit. The
government is now willing to arbi
trate the claims of foreign citizens
lor losses sustained in the destruction
of Asoinwall.
Negotiation for the strip ot countrv
across Nicaragua at the cost of this
government is not lecommended. A
policy it acquisition ot distant ter
ritory is not favored. The T-htrin
tepee route for a connection between
the two oceans is deserving ot con
sideration, but it should not be
owned and operated by one country
The strict neutrality ot the infer
oceanic routes will be under tb
object of the administration
Our relations with China are pleas
ant, notwithstanding the acts
restrictive of the immigration of
Chinese laborers. The recent out
breaks against the Chinese in Wy
oming are sttiibutable to railroad
laborers who are not citizens of the
United States.
1 rench importation of American
pork is still prohibited, but there is a
fair prospect of the removal of the
inhibition. There is no present hope
of Germany and Austria importing
our pork.
The tariff question must be dealt
with in such a manner as to protect
American laborers. Reductions
should be made upon the necessaries
ot life, and thus lessen the cost of
living in every humbie home.
Since XS77J 2!,7;q.4?. silver
dollar have been coined, a coinage
per month ot over two million dol
lars. The desire to utilize the silver
product of this country should not
lead to a misuse ot the powers of
coinage. The necessity ot bo lartre
a silver coinage is negatived bv the
tact that less than one-tout th of the
silver coined has found its way into
circulation. (Jn the remaining

A Knife Passed Through the Eye

gold.
Already gold is being hoarded in
anticipation of the time when there
will be a marked difference in the
value of gold and silver dollars.
A special effort to iorce more
silver coin into circulation has proven
futile. It returns as fast as sent
out. Four ot the five countries com
prising the Latin union have discon
tinued the coinage ot silver, and we
have no prospect of an arrangement
with foreign countries by which
silver may be circulated. The d -continuance
of the coinage of silver
is recommended. It will not be dis
puted that any attempt oiijthe part
ot the government to cause the cir
culation of a silver 'dollar worth So
Cnts, side by side with a gold dollar
worth 100 cents even with the limit
that legislation does not rvn countrr
to the laws ot trade, to be successful
must be seconded by the confidence
of the people that both coins will j
retain the same ourchasing power !
and be changeable -it will. i
A commission is recommended j
for an investigation ot the condition
ot the Indian tribes.
A law pi eventing the importation
ot Mormons to this country is recommended.
