With the return of the Presi dent to Washington the diplo matic corps: has in great part come back and made their formal calls at the office of the Secretary of State. For the first time since the death of Hay tho State De partment has a Secretary and one worthy to sit in his chair. Theo dore Roosevelt wire said in a speech that it was a liberal edu cation to sit in council with John Hay, but lie later said that he believed Hlihu Root was the ablest statesman of his time and added words which meant that he had the combined ability of Hay, Attorney-General Knox and a third Cabinet officer. There will doubtless be an overhauling in the .State Department. With a new Prime Minister and a new first assistant (Bacon) there must needs be a new clerical per sonel. Tho department needs it. Notwithstanding Mr. Hay's diplo matic ability he was a poor housekeeper ana the personel that was left there by Sherman was good enough for him or at least he hacked the energy to get a new broom and clean house. There will be something doing in Washington this winter. Signs of activity have never been more abundant. This is the President's first year in his own reign. No longer has he tho behest to push the policy of McKinley. He is not scant of policies of his own. No man in the country knows the wants and the weaknesses of the various government departments better than Theodore Roosevelt, lie assured the Keep Commission appointed by him is no mere hippodrome for show. They have done little it is true in the way of original discovery but the I 'resi dent knew substantially what their findings would be. Formu lation and presentation is their role. For the first time in forty years has reform of this kind be come possible, for not in Roose velt's administration can the ras cals turned out run to their "in fluence" in the House or Senate and get reinstated. Civil service has done its work to the extent at least of rendering influence nu gatory. Millions of dollars will be saved the country through the recommendations of the Keep i Commission in stopping waste; j in cutting off useless expendi tures; and in simplifying and hastening work. Do not doubt that the appointment of Root, ISonaparlc and Coriclyou means something. The other members of the Cabinet are doing well and they doubtless have all necessary stimulations and are not lacking in esprit de corps. The conviction of a U. S. Sena tor and of members of Congress in Oregon of land frauds, and the possible recovery to the govern ment of millions of acres through other convictions attests the activity of the Interior Depart ment under Mr. Hendricks. To all appearances the country un der a powerful impulse from the White House, and through the selection of lit lieutenants, has started on an era of purification throughout all its admihistrative ramifications. The work of Her cules with the stables was pas time as compared with the task the President has undertaken and one wonders how, knowing its magnitude. (No President has ever known it so well.) He has denied himself the additional four years which the whole coun try wants him to take for its accomplishments. However there is nothing to prevent his becom ing President Root's Secretary of the Interior or Postmaster Gen eral alter l'.MW and at the Cabinet table he may be able to do much.
