Senator Beard read a letter from Senator Monoy of Mississippi, commending tho attempt to regulate tbe negro vote. senator MBBsey saiu tnai, notwith standing tho fact that be was born in Philadelphia, he had lived in Florida long enough to know the wants of its people and to see the need of a change in tho constitution to disfranchised negro. Tho Beard resolution submits to tho voters a constitutional amend ment providing that the voters of Florida shall be "white male" persons of tho ago of 21 years and upward. The St. Louis and San Francisco railway management gave instructions to its agents to put in effect May 1 tbe two and one-half cent rate basis for passenger fares in Missouri and Arkan sas, with three cents for fares paid on trains. This will be tbe maximum and minimum basis. It is not under stood that competition will be met at points where a lower rate is charged by other lines. Although no ollicial notice was given, it is presumed that the Rock Island will adopt the same course for both states. The Burling ton will also establish the two and one half cent basis in Missouri Saturday Announcement to that effect is ex pected tomorrow. Under this law gun toters are to be tried in the circuit court, and in some cases they may lie sent to the penitentiary. Beach Hargis, who killed his father at Jackson, Ky., was sentenced to ninety-nine years in the penitentiary. He will have ample time to repent his terrible crime. Hon. W. D.
