Seven years ago May 7, Americana were shocked into tho realization that ultimately they would he drawn Into the World War. On May 7, 1915, the Lusitania was sunk without warning off the southern coast of Ireland. The Lusitania curried a crew of CG7, and 1,251 passengers. Of these, 1,1511 were drowned. Of tho passengers 1S8 were Amor leans men, women and children 114 of whom lost their lives. The sinking of the Lusitania way a cold-blooded and premeditated act It was wanton murder an act with out parallel in warfare between civ ilized nations. It was the act of a coward who struck in the dark and ran away with the shrieks of the innocent women and babes ringing in his ears. It was an act that indelibly stamped the U-boat as the synonym for ruthlcssness. There is no doubt now that the sinking of the Lusita nia was by direct order of the Ger man government. On the lirst day of May preceding, an advertisement signed by the Gor man ambassador to the United States appeared in various American newspapers, warning Americans not to. travel through the "war zone" on ships of Great Britain or her allies. A code message from Germany to its secret agents in this country was caught by wireless stations, and when deciphered, it proved beyond a doubt that the Lusitania was a marked ship. The war had been in progress nine months when tiie Lusitania was sunk. Tro United States was reluctunt to be drawn into the fray. United States to take some action in their behalf. Both the President and Seerotarj of Stato have been Appealed to. Republican statesmen in both houses of congrcr are garrulous and vocifoious in itic boast that their achievements in the matter of retrenchment of public ex penditures are simply miraculous: but here comes Secretary, of Treas ury Mellon who warns congress that the deficit the current fiscal yeai will reach the stupendous sum of $4S'1,000,000. Though congress pre tends that it has "saved" the people billions in expenditures, we are u: have an enormous increase of taxa tion in the new tariff bill. Tim; economy is the war cry of the appro priation committees of the twf house and extravagance is the poli cy of the ways and means commitUe in one house and of the finance com mittec in the other. When the senate ratified the four power treaty the vaunt went forth that the Republican President and the Republican party had abolished war, and Republican leaders iii the house of representatives set abou! legislation responsive to that bless ing by reducing the naval force tc 07,000 men. What happened? The President, the secretary of state, tlir secretary of navy and many othei master minds of the G. O. P. wen paralyzed with terror and set about forcing congress to provide a navy of 86,000 men. There was a terilic fight in the house about it. "Lead er" Mondell and Mr. Kelly of the na val committee foifght like tigers for the smaller navy; but Harding, fot that occasion at least, was "Czar" and congress yielded its legislative Job to the President. So it is thr policy that the American navy shall be as powerful as the British navy It is glorious; but it is also costly and plays the dickens with that boast of retrenchment. Then there is the soldier bonus. Nobody knows how many millions It will cost; but the decree has. gone forth and it ,will be onacted. Con gress was bullied into the committal of this folly . Harding says funds must bo found with which to pay the bonus. That means another and a frightful increaso in taxation., The secretary of treasury warns that the soldier boiuiB increasing the public burdens, as certainly it will, Is sure to affect injuriously tho public cred it. Business warns that the in crease of expenditures is bound tc delay tho hoped-for day of prosperity and that what the country needs is not more taxation, but less-taxation But tho Wilkins Micawbers are in tho majority in both houses of con gress. They will enact the bonus. Nay, if the President should And the courage to veto it they will pass it over his head. Tho sales tax is fa vored by many, and its advocates contend that the people will never misa the billions it is bound to cost them if it is enacted. Others favor paying the bonus out of the money, our allies in tho war owe us;, wit only England is able to pay, andvehe can only pay the Interest and that is not enough to foot the bill. Senator Moses of New Hampshire is preaching sectionalism, He com plains that his Btate pays 110,300 000 Federal taxes, and contends that six states pay 62 per cent ot all the taxes levied by congress. That is at silly as it is false. No doubt 62 per cent o'f the taxes is collected in thoso otates; but tho money is paid by the consumers in all the states.
