As we have already said, our Dem ocratic ticket is composed of men all of whom are well qualified for the positions for which they are named, All doubtless would make competent officials. v e regret to say. however, that there is ona man on it who in our judgment should not be there. W think we know the reason why. and have made up our mind to state it i our paper in due time if he continues on the ticket. We owe tho Democratic party and the public more than we do any man. Our partisanism, pernaps binds us a hrmly to our party a anybody elso's. but we have alway tried to not let it keep us from doing our duty as w understood it. I ash Book. There is no man on the Republica ticket who ought not be there. True, we have two or three men on the Re puolican ticket who are minus wings but they may get the wings in the by and bye and we are willing to givt them a show. it is not necessary to borrow any trouble over the conjectures in Madrid that the Paris commission will fail to agree on terms of peace. There are many questions to settle, and the di vergenee between the American mem hers and the Spaniards will, at the outset, be broad. In the end. how ever, all. or practically all, of the American demands will be complied with. The United States will pay none of the Cuban debt. The United States will not pay for any of the public pro- perty which Spain will have to aban don in Cuba. The United States will grant no concessions to Spain in the trade with Cuba or Porto Rico. The United States ought to, and very like ly will, insist on taking every island in the Philippine group. These terms mar seem harsh to Spain, but if anv other nation were in the United States place the terms would be harsher still In audition to the penalties which will be exacted now she would, if she had any other opponent, have to pay heavy war indemnity. Ark., editor of the Little Rock Democrat, the leading Democratic paper of Ark ansas, is here attending the reunion of the Mitchell family at the home of Senator W. O. Mitchell. Col. Mitch ell is an image of Fitzhugh Lee, and a gold-standard Democrat, although he supported Bryan in 189H. "Free silver is a dead issue," 1 said. "When I was at our state con vention and they adopted resolutions indorsing free silver and reaffirming their fealty to Bryan, I told some Of my friends an ancient story. The Council met in adjourned regu lar session,' Mayor William H. Coer ver, President, presiding. Members present: Messrs. Hlt- meyer. Giving, Kage. Itegenhardt, Ruesskamp. Absent, Messrs. Kimrael. Iieynolds, Unnerstall. The journal of the proceedings for the month of August, the reading of which was postponed at last meeting, was read and approved. The Committee on Claims reported on bill of John A. Weber, Marshal, for fees claimed in cases of Gossmann and Noenninger, submitting the opin ion of the city Attorney thereon, to the effect that said bill could not be allowed by the Council. Said report was on motion of Mr. Kage received, ordered spred on the records and filed. The Committee on Ways and Means reported on bills of Cape Girardeau Water Works and Electric Light Com pany, for July and August referred to said Committee, to the effect that thay were unable to come to any under standing with said Company as to the correct amount due from the city. On motion of Mr. Ruesskamp said report was received and ordered filed. Reports of the Police Judge and Marshal for August returned to said officers for correction, were again presented and read, as corrected, and on motion of Mr. Blomeyer received, ordered hied and warrants ordered issned for fees due officers and others named therein. a communication from the Cape Girardeau Water Works and Electric Light Company asking the Council to extend the time, 90 days, for complet ing the improvements for clarifying the water furnished, was read and on motion of Mr. Kage received and prayer granted. 1 ne Clerk reported assessment of cost of graveling William street be tween Sprigg and Pacific streets, which wa approved and ordered Bled. The Street and Wharf Committee was ordered to repair the following streets, on motion of Mr. Kage: west Inilejiendence street leading to fair grounds, and Bloomlield road to be put in passable condition: Broad way street from Lorimier to Spanish street to lie repaired with McCadam and Spanish street from Broad war to Independence street. On motion of Mr. Blomeyer: Aquumsi Street from Indeendeni-e to Good Hope street. The City Engineer on motion of Mr. Blomeyer was instructed to make sur vey for change of grade of North street from Sprigg street to Pacific street, said grade to meet with the ap proval of the property owners on said street, and submit profile of said sur vey at next meeting. Mr. Kage submitted a resolution in structing the City Clerk to re-adver tise for bids for graveling Good Hope street from Sprigg to Spanish street, which on motion of Mr. Blomever was adopted. Mr. Kage also presented a resolu tion to grade and gravel Themis sti-jct between Sprigg and PaeiHc street, which on motion of Mr. Bio' merer was adopted and ordered pub lished. The follow ing were appointed Judges of Election to serve at a sjiecial elec tion to lie held 'for Councilman in the 4th ward, on Tuesday, September 27th: E. A. Kimmel. John St Avit, Jr. 'has. G. An Ordinance providing for the grading and graveling of Good Hope street between Sprigg and Spanish streets in the city of Cape Girardeau, Missouri. Whereas, The City Council of the the City of Cape Girardeau, Missouri on the Hth day of June, W, in reg ular session declared by resolution that it was necessary to grade and gravel Good Hope street from Sprigg to Spanish street in said city; and Whereas, Said resolution was published in the Democrat, a news pai?r doing the city printing, for two consecutive weeks and no remons trance having been filed with the City Clerk by the resident owners of prop erty on 'said street liable to taxation for such proposed improvement with in ten days after the publication thereof, therefore Be it Ordained by tno Council of the city of Cape Girardeau, Missouri, as follows: Section 1. That portion of Good Hope street from Sprigg street to Spanish street is hereby required to be graded according to the established grade thereof and when thus brought to grade and the road bed shall be thoroughly settled the same to be de termined by the Street and Wharf Committee, said Good Hope street from Sprigg street to Spanish street, between the street car tracks and t we're (12) inch"i out side each rail, shall lie gra7e!ed thirty-seven aid thre tenths (37 3-10) feet In width and alout ten (10) inches in depth. The City Engineer is hereby requested to make estimate of the cost of the work herein and file the same with the City Clerk, and if the same shall be approved by the council the city clerk shall thereupon advertise for proposals for graveling said portion of Good Hope street in the manner and with the material as provided by this and existing ordi nances. The cost of said grading shall be paid by the city. Said adver tisement shall be in the usual form, the last insertion to be at least ten days before the time advertised for receiving bids. If any bid shall be accepted the city shall enter into con tract with tho successful bidder for said work, subject to all the con ditions, limitations, stipulations and bond now required by this and exist ing ordinances: and if no bid is ac cepted, the City Council may, by res olution, instruct the city cleric to re advertise as in the first instance. If said work be constructed by con tract or otherwise, the cost of gravel ing shall be apportioned, assessed, taxed and collected as is now provided by ordinance, and the duties of the City Clerk, City Engineer and Street Commissioner in relation thereto shall be in conformity therewith. Whoever shall, in this city, for pay, profit or comjiensation. engage in the business or occupation ol posting in public places, any adrertisements, notices, show bills or other printed or written matter designed to advertise any occupation, employment or busi ness, is hereby declared to he a bill poster. No erson shall act as a Dili poster, as defined in section one of this ordinance, within the limits ,f this city, without first license as a bill poster from the eltv clerk of this city, which license shall be issued in form and manner hs re quired for licenses issued under ordi nance No. 5.X4. approved May 27. 1S97, being an ordinance amending ardi nance No. 49.1 approved June 28, 1893.
