Mention the Leader When Writing Advertisers £p|../v ,-*• -1 RECOGNITION OF POLITICAL PRISONERS The secretary of war authorizes the following statement: Disciplinary regulations in force in military prisons have been modified by the war department order. Fasten ing of prisoners to the bars of cells will no more be used as a mode of pun ishment. This and milder devices have been effective in the past in breaking the willful or stubborn opposition of prisoners of the usual military type, who would not submit to the work re quirements of disciplinary/ barracks. Instead of being allowed to lie in bunks while others-worked, they have been compelled to choose between working or standing in discomfort dur ing working hours. Practically, under usual conditions, this has been more a threat than an actuality, and as such it has been ef fective. _But during recent months, with the influx of political prisoners to disciplinary barracks, particularly at Fort Leavenworth, extremity of atti tude on the part of this new type of prisoner has at times led to extremity of discipline', as provided by military regulations. These clearly were not formulated with the political type of prisoner, in mind, and their effectiveness as deter rents h&s been questionable. Men have returned for repeated experi ences of the severest forms of dici piine. The most extreme of these is now discarded and the order is com prehensive. I have jhoped that the day would soon come when the farmers would have some say in our government and have some say in'making our laws, and it has begun to look now "as if there might be some chance of our getting a little something ort some say in making our laws and not be ground down by the packing, milling and ma chinery trusts. It^s true that we get a little more for our wheat than we did a few years Tag®, but we pay more -for everything we buy. The clipping Mr. Staley sends con tains an editorial evidently drawn first from the inspired pages of the Pioneer Press of St. Paul. It is a repfe4 tition of the old charge that League conventions, somehow or some, way, are not on the square.The simplest answer to this keen interest of the kept press in the integrity of the League is the fact that so long as it and its leaders keep their integrity it will he impossible for it to hold a con vention meeting the approval of the big press.
