All co-operation should be on a non profit basis, and in all cases activity should go to the extent of and not beyond the common interests served and the confidence established. Thus there may be included in a single as sociation all the interests and activi ties of a community, or only a part of them. Go-operation may be con fined to a single community of neigh bors, or it may be state-wide, nation wide or even international in scope. It may include the producers of a sin gle product, of any number of prod ucts, or all producers. It may include both producers and Consumers. It may include the people of an entire state or nation, with regard to certain activities, or it may extend to all the industries of a state or nation. All that is necessary is that there be mu tuality of interest and confidence. PUBLIC OWNERSHIP AND CO-OPERATION Within the scope of possible and beneficial co-operation as thus defined the people may choose any method that best conforms to their preference and their conditions. They may begin by organizing voluntary local associ ations and consolidate them as soon as desirable and practicable or they may at the beginning organize cen trally for the entire territory or ac tivity to be covered and afterwards establish local branches. They may adopt legal forms that they deem most suitable to their purposes. They may make the municipality, the state or the federal government the me dium of •common action, according to the nature and extent of the activities to be undertaken. There is, however, this difference between co-operation by voluntary association and co-op eration through government: That through government the people may enforce their will upon any minority who may be unwilling to conform, and may restrict the activities of others who would engage in like activities even to the extent of establishing a state monopoly while voluntary as sociation can control individuals only within the limits of the agreement entered into by all the members. Where practicable voluntary co-opera tion may be the better method where the activity engaged in is not of equal interest and profit to all concerned. But a situation requiring the pro tection of a common right, the enforce ment of a common duty, or the secur ing of a common benefit that can not equally well be secured by individual action or voluntary co-operation, the state is not only justified in engaging in the activity, but it is the only me dium through which these ends can be accomplished effectively. There is no unchangeable line of separation between state and volun tary ownership or activity. Some have assumed a distinction between a nat ural and an artificial monopoly, hold ing that the state must control the former, but not necessarily the latter. Such a distinction has no value what soever. All that can with certainty be said is that no absolute monopoly of anything ought to be allowed, ex cept in the hands of the government, acting in the common interest. Pri vate ownership of any resource, indi vidual or corporate control of any in dustry or business, may develop into an injurious monopoly. When it does it should be taken in charge of and operated by the state, if the industry or business is of such a nature that state ownership and operation are pos sible and can be made efficient.
