Minnesota, April 10th, 1911. Regular meeting of the City Council with Mayor Peterson in the chair. On roll call there were present: Mayor Peterson, Alder men Johnson, Fredrickson, Kent, Anderson, Sperry, Erickson. Free berg and Dahlheim, 9 absent, none. The minutes of the regular meet ing held March 27th, 1911, were read and the same were approved as read, except that it was ordered that the vote by "Ayes" and "Noes" on the sewer Ordinance, being Ordinance No. 115, and the resolution ordering an election to be held to vote on the aforesaid ordinance, both passed at said meeting, be shewn in full in the minutes, towit: "Ayes",, Alder men Johnson, Fredrickson, Kent. Anderson, Sperry. Erickson Free berg and Dahlheim, 8 "Noes", none. The minutes of the meeting held April 6th, 1911, were read and the same were approved as read. Alderman Anderson offered the following resolution which was unanimously adopted. RESOLUTION. Be it resolved by the city council of the Gitv of Willmar that the cleik be and he hereby is authorized to issue warrants against the re spective funds in payment of the foregoing approved bills. Approved April 11th. 1911. H. S. Peterson, Mayor. Pursuant to the notice of hearing on the petition of Anna Hennings Thrond J. Alvig and others for the grading of all of Olaf avenue in the City of Willmar the hearing on the said petition was taken upon at this time. The matter was then considered by the Council. There being no objections filed against the granting of the said petition and no one appearing objecting to it the hear ing was on motion declared closed. Alderman Kent presented the following resolution which was adopted by the following vote: Ayes, Aldermen Johnson, Fredrick son, Kent, Anderson, Sperry, Erick son, Freeberg and Dahlheim, 8 Noes, none. RESOLUTION. Whereas on the 13th day of March A..D. 1911, the City Council of the Citv of Willmar, Minnesota, did by resolution, declare its pur pose and intention to cause all of Olaf avenue within the said City to be graded as prayed for in the oetition duly presented to the citv council by Anna Hennings and others, And Whereas the said petition was duly heard by and before the City Council of the said city at a meeting thereof held at the Council Chambers in the Library Building in said City on the 10th day of April 1911, pursuant to a notice of such hearing duly had and given as by the Charter of the said city provided and no one hav ing appeared in opposition to the granting of the prayer of the said oetition, It Is Therefore Ordered that the said Olaf avenue be by the said City graded to the grade thereof heretofore established by the said Citv, and that a plan and survey of the said proposed work and improvement be made forthwith by J. A. Rowat and when completed that the same be filed in the office of the clerk of the said city and that such plan and survey show the nature and extent of said improve ment, and also show the parcels of land that may be benefited by the said improvement, together with the names of the owners of each parcel of said lands so benefited as the same appears on the last assessment roll of the said city in the office of the County Auditor of Kandiyohi County, Minnesota. A communication from W:Gilger Siickney GasoIineEngines ARE THE BEST Proof An application from Andrew Bjorsell was read asking to connect the new Post Office building on lots 13 and 14 of block 44 with the Fourth street sewer. The appli cation was granted subject to the sewer ordinance. A communication from the Water and Light Commission was read asking the council to advertise for coal bids. The clerk was instruct ed to advertise for such bids to be received at meeting to be held April 21, 1911, also for bids for hauling coal from cars in railroad yards. The clerk was also instructed to advertise for bids for surety bonds for city officers to be received April 13, 1911, and for bids for street sprinkling to be received April 24, 1911. The matter of levying poll tax for year of A. D. 1911 was brought up. Alderman Johnson introduced the following resolution: "Resolved that two days work upon the public streets, highways and public improvements of the City of Willmar be and the same is hereby assessed against each and every male inhabitant of the said city between the the ages of twenty one years and fifty years, except such as are by law exempt, as a poll tax for the current year of A. D. 1911, and that the same may be commuted by the payment of one dollar for each of said day's work as provided by the charter of the said city." The vote on the above resolution was as follows: "Ayes", Adermen Johnson, Frederickson, Kent, Anderson and Sperry, 5 "Noes" Aldermen Erickson, Freeberg and Dahlheim, 3. The resolution was declared lost. Alderman Fredrickson moved to reconsider the poll tax resolution, which motion was seconded bv Aldermen Sperry and Johnson. The motion was carried:. Alderman Johnson re-introduced the following poll tax resolution, previously voted on at this meeting: —"Resolved that two day's work upon the public streets, highways and public improvements of the city of Willmar be and the same is hereby assessed against each and everv male inhabitant of the said city between the ages of tewnty one years and fifty years, except such as are by law exempt, as a poll tax for the current year of A. The clerk was instructed to order the Telegraph Company to have said pole removed within ten days and also the telegraph pole outside of their old office at No. 212 Fourth street. The vote on the above poll tax resolution was as follows: "Ayes". Aldermen Johnson, Fredrickson. Kent, Anderson, Sperry, Freeberg and Dahlheim,7 "Noes", Alder man Erickson, 1. The Mayor declared the resolution carried. A report from the city auditor was read on his examination of the City Treasurer's, City Clerk's and Secretary of the Water and Light Commission's books for quarter ending March 15th. 1911, which report was accepted and ordered placed on file. Requisitison from the Water and Light Commission were presented and read and the clerk was in structed to order the sunplies. The Committee appointed to con fer with the Water and Light Com mission about adjusting rates pre sented a written report stating that rates would be lowerd. The following members of the council were 'present on roll call: —Mayor Peterson, Aldermen John son, Frederickson. Kent, Anderson Sperry, Erickson, Freeberg and Dahlheim, 9 absent, none. The minutes of the last regular meeting held April 10th, 1911 were read and the same were approved. City Attorney Porter extended to the Council his thanks for courtesies extended him during his term of office. Mayor Peterson and Alderman Freeberg also addressed the Council and expressed their gratitude for courtesies shown them. On motion the Council adjourned sine die. H. S. Peterson, Mayor. Attest: H.
