HOW TO KILL TIME With only fifteen days left of the present session there is enough work to do without resort ing to puny attempts of humor at the rate of a thousand dollars a day. Here is an example of what we mean: The Texas fever-tiek appropria tion bill was up for consideration Friday—and it finally passed after reducing the amount from $20,000 to $10,000—but not until a lot of valuable time was wast ed that might have been proti tat ly employed on other matters. One member offered an amend ment that it als<y includes chigoes and granddaddies. It was vot^d down, in due form, but it cost the taxpayers money. Another amendment was offer ed that 30 per cent be used in y'rthe extermination of buffalo f gnats and horse-flies. This was also voted down. Still another wise amendment proposed that the appropriation be reduced from $20,000 to 2<) cents. This was likewise voted down. Then the bill was passed for $10,000. Those amendments were un worthy those calling themselves statesmsn. Are legislators children or comic opera artists that they should resort to such silly horse play: No wonder there is not enough time to transact the nec< ssary business when time is wasted in such a wilfully profhea'e man ner.-Arkansas Dem. There won’t be a groat deal said about the matter as it happened in Illinois, but if such a bill had been introduced in the Kansas legislature it would have been placed on the front pages of all the leading dalies of the country as another instance of the crank ism of Kansas. Kansas has no more cranks in proportion to her population than any other state, but the Kansas product creates more comment. 'One crank in Kansas will create more comment than a dozen cranks in any other state in the union barring Arkansas. Farm ers’ Mail and Breeze. Dawson,ovr clever depot agent, returned last Satur day after a few days jaunt thru western Texas. Mr. Dawson re ports things mighty dry out in that country. How about the citizens of Prescott taking up a special col lection for the purpose of send ing a few of the old Confederates to the reunion at Memphis?There are only a few of these old boys left and you will never miss a small contribution along that line. BISHOP WARD The college of Bishops met at Nashville Term, and concluded their session. May 1th, and Bishop Ward will preside over the conference of this section which convenes at Arkadslphia the 1st of December. If a horse race is good for Hot Springs why will it not be a good thing for any other town? Will the Arkansas legislature answer this? Don't all speak at once, please. It is becoming a serious propo sition among the nations. All have been forging blindly ahead toward a goal indefinately understood to be a superiority above all other nations of the world. The building of Dreadnoughts by one nation has been followed by the building of Dreadnought destroyers by another until each nation making a pretence of naval strength —and at present that includes the United States, England, France, Germany and Japan —is straining its national credit to reach or to maintain this coveted supremacy. For instance, England is com mitted to the policy of beginning work this year upon eitrht or twelve of these floating Gibral tar that are t) cost $10,000,000 each, a possible initial cost of $120,000,000. And the first cost reoresents a small portion of the total, for the cost of maintenance and ol' man ning such a fleet is tremendous. Austria is the latest to become afflicted with the craze, and the only reason that deters Russia is the strained finances. The United States is going wild over the proposition, but not so wild as some of the Rig Navy advocates would have it, and the time is coming when the naval burden will become so great in conjunction with the military es tablishment that the people will not he able to stand beneath it.
