While there were in that Dec laration sections that did not (juite meet our approval and that we should have liked to amend, the document was from our point oi view a tremendous step in ad vance. For although, Jike any effort to concisely formulate the broad principles of equity, it did not wholly succeed in its purpose, it was at least an honest attempt to arrive at an agreement on a complete international code of sea law, based upon mutual con sent and not to be altered by any belligerent in the heat of the conflict. ' But the Declaration of London was not ratified by the British Parliament, for the point of view prevailing then in England was that a power dependent almost wholly upon its navy for protec tion could not safely accept fur ther limitations upon action at sea unless there were compensat ing limitations on land powers. And this latter concession Ger many consistently refused to make. The conference there fore came to naught. And the London Declaration having been rejected by the strongest mari time power, its endorsement was postponed by all the other coun tries involved. Our motives how ever, remained unchanged; and our Government persisted in its purpose to secure a general rati fication either of this declaration or of some similar maritime code. There has been in our diploma cy one more outstanding aspira tion. , We have constantly sought to substitute juridical for milita ry settlement of disputes between nations. The genesis of this idea dates from the discussions over the Federal organization of our 13 original States, which were al most as jealous of their soverign ties as are the nations of Europe today. The first great step to ward the League of Honor, which we hope will at last bring peace to the world, was taken when our 13 States agreed to disarm and submit all their disputes to the high tribunal of the new fed eration. And this idea of an interstate court, which except at the time our Civil War has given this Na tion internal peace, has profound ly influenced our foreign policy. Of our efforts to bring others to our way of thinking, an histori cal resume was preiented'bv our delegates at the First Hague Conference. A project was sub mitted there for the formation of a world court. And a few years later Mr. Root, our Secre tary of State, in instructing our delegates to the Second Confer ence at The Hague, laid esp cial emphasis on this same interna tional ideal.
