Every applicant for a farm loan shall state clearly in his applica tion the purposes for which such loan is desired, and upon its approval by the board this statement shall be deem * d a par t of the note or contract under ! which the Joan is granted. But no failure to apply such funds to the purpose's stated in such application or | enumerated herein shall invalidate a loan when once made, nor shall any thing herein contained be deemed to i prevent any farm owner from selling I or leasing lands subject to such in cumbrance: but if he shall violate his jsaid contract by applying the moneys borrowed to purposes other than those stated in his application or enumerated herein, or if he shall lease such lands or sell them to any person not fulfill ing the conditions and purposes pro vided for herein, said board is author ized and directed to require the repay ment of said loan upon six months’ no tice. and said note or contract shall contain a clause providing therefor. Sec. 7. Such loans shall he repaid with interest accruing in annual in stallments on the amortization plan, such installments being fixed nt such sums as will cover the interest rate mthI will liquidate the debt in a period to he agreed on between said board and the applicant, said period to be not less than five nor more than thirty six years: but any debtor may liqui ; date any part or all of his indebtedness !n amounts of $00.00 or multiples there of upon any amortization payment i date. Sec. 8. The Legislative Assembly shall provide in such detail as it shall deem advisable for the carrying out and administering of the provisions of this amendment, and shall provide ad equate safeguards against th- use of such loans as an aid to the purchas ing and holding of lands for the pur poses of speculation. Such safeguards shall include dear definitions of the terms “operate” and “occupy** used herein. In the absence of such legis lation. and subject to the same after its enactment, the State Land Hoard shall proceed to administer said sys tem of rural credits under rules and regulation* provided by itself, hut sub ject to tl provisions herein contain' d. Sec. 11 The provisions of the «’ou st itutioi of Arkansas in conflict with this amendment are hereby repealed, in so far only ns they conflict herewith. I have tried to show my appreciation by mak ing an honest effort to comply with the law in the assessment of all property in the county. I ask the voters to inspect my books and work. So far as I have been able to learn, not a single charge has been brought against my official record. My opponents are circulating some false reports on me per sonally. Be not misled by their political tales. If I wished to deal with short-comings of theirs (or mine either,) perhaps the county papers could be filled for some time. But I take it for I granted that what you know is | plenty. Now my friends if I have ' made you a reasonably good as sessor, and I am your choice for a second term, I assure you no one will appreciate your support more than I will. Principals of schools in Arkan sas yesterday were notified by the State Educational Depart ment that before a public school in the state can receive aid in teaching elementary agriculture, home economics and manual training, it must meet the re quirements of the State Board of Education. To receive aid a school must have at least 10 pu pils in the various classes, the monthly salaries of teachers must be not less than $75 per month and reports must be made to the Department of Education. The board will match the funds of local boards, dollar for dollar, in the payment of teachers’ sala ries, providing the sum granted | *o any four-year high school «';all not exceed $500 in One year >r instruction in industrial sub* j -eta. The sum granted a three ear high school is not to ex* $400 and $300 to a two y ear high school.
