Amending the Constitution of the State of Arkansas; providing that the Supreme Court of the State shall be composed of five judges, one of whom shall be styled and elected Chief Jus tice, any three of whom shall consti tute a quorum, and requiring the con currence of at least three judges in every decision; providing that if it be come necessary the Legislature may provide for two additional judges and for the Court to sit in divisions; pro viding the salaries of the Judges shall he ilxed by law at not less than Four Thousand ($4,000.00) Dollars nor more than Six Thousand ($0,000.00) Dollars per year, and fixinti their salaries until otherwise provided by law at Six Thousand $(6,000.00) Dollars per year; providing that the judges shall not be allowed any fees or perquisites of of fice, nor to hold any other office of trust or profit under the State or United States; providing for the repeal of such portions of the constitution as are in conflict; and providing that the amendment shall become operative sixty days after its approval and adop tion by the people of the State. FOR AMENDMENT NO. 15. AGAINST AMENDMENT NO. 15. Proposed Amendment No. 15 to the Constitution of Arkansas. Be It Resolved by the House of Rep resentatives of the State of Arkansas and the Senate of the State of Arkan sas. a Maojrity of All the Members Fleeted to Each House Agreeing Thereto; That the following is hereby pro posed as an amendment to the Consti tution of the State of Arkansas, and ui)on being submitted to the electors of tlic State for approval or rejection at the next general election for senators and representatives, if a majority of tin* electors voting at such an election adopt such an amendment, the same shall become a part of the Constitution of the Siate of Arkansas, to-wit: Section 1. The Supreme Court shall lie composed of five judges, one of whom shall lie styled Chief Justice and elected as such, any three of whom shall constitute a quorum, and the con currence of at least three judges shall in every case he necessary to a decis ion. Provided, il it should hereafter become necessary to increase the num ber of the judges of the Supreme Court, the Legislature may provide for two ad ditional judges and may also provide for the court sitting in divisions under such regulations as may be prescribed by law. See. 2. The Supreme Judges shall at stated times receive compensation for their services to be fixed by law, which (shall not be less than four thou sand, nor more than six thousand dol lars j)er annum. Until otherwise pro vided by law, the judges of the Su preme Court shall receive a salary of six thousand dollars per annum. They shall not be allowed any fees or per quisites of office, nor hold any other office of trust or profit, under the State or the United States. See. 5. The provisions of the Con stitution of the State of Arkansas in conflict with this amendment are here by regaled insofar as they are in con flict herewith, and this amendment shall take effect and l»e in operation sixty (60) days after its approval and adoption by the people of the State of Arkansas. Lower California Is an expanslva region that has never been well known and has long been misunder stood. Even we of Upper California, despite our close proximity, know little of the peninsula except Its ex treme northern part, writes Arthur Berg, in the Los Angeles Times. Few of us realize that it is not an utterly barren waste; that It is a tropical country with a salubrious climate and many regions of luxuriant vegetation; that Its northern and southern pnrts nre utterly unlike one unother, and that rich resources abound that are only waiting to be developed. Despite Its Jagged, barren heights end cactus-clad mesas, which glow In the fiery rays of an unobscured sun, It wns a land rich In history when the timbers of the Mayflower were yet trees in the forest. Once sought and guarded for her ores and her Jewels, this peninsula, which to the Spanish conquistadores wns an -Island glitter ing In the azure web of romance, a land for which the padres gave their lives in fanatic devotion to the cross, now lies practically unnoticed, its ro mance nnd history forgotten, and its possibilities, If not overlooked, at least nobler ten. Between 1527 and 1532 Hernando Cortez sent four expeditions on voy ages of discovery up the west coast of Mexico, but the first three accom plished nothing and the fourth failed to return. Finally, in 1533, Lower Cnlifomln was discovered by Xime nez, who anchored In the hay of Santa Cruz (now La Paz). Later Cortes himself visited Santa Cruz and se cured a quantity of pearls and Indian slaves. In 1539 Francisco de Uiloa sailed up the Gulf of California and discovered the mouth of the Colorado river. In spite of this discovery, Lower California was known as an island for more than 100 years and ap peared on European maps as an island up to as late as 1748. Ail attempts of Spain to colonize the California peninsula ended in dis astrous failures until the task was del egated to the Jesuits, or Com pany of Jesus, In 1007. These Jesuit missionary priests were possessed of the tact of the French explorers, the persistency of the English colonial set tlers and the bravery of the American frontiersman. Pndre Salvatierra made the first mission settlement In Lower Cali fornia on October 15, 1087, at the bay of San Bruno, on the east coast. For 70 years thereafter the Jesuits con trolled the peninsula, and those 70 years represented the era of Lower California’s greatest activity and greatest prosperity. During their sojourn the Jesuits charted the east coast, explored the east and west coasts the Islands adja cent thereto and the interior In a manner that has never been excelled; founded 23 missions, of which 14 proved to bo successful; formulated a system of mission life never thereafter surpassed; not only Instructed the In dians in religious matters, but taught them many useful arts as well; cul tivated and planted the arable lands and inaugurated a system of Irrigation which, had they lx on given time for ' a more northerly advance, would have | given i’pper California a marvelous 1 agricultural development early in the i nineteenth century. Tin* establishment of the mission In ! i’pper California \'ns a much easier J task than that which the hardy Jesuit priests faced and conquered in Lower California. Frown on Cuddling. At Scarborough, England, during so application to the licensing justice for cinema licenses, it was stated that when the Justices visited the Palla dium they saw some young couples puddling. Mr. (Jerald Standing, the manager, said lit* had not seen It. The chief constable asked him If he knew fhat locally 42 settees in one part of the building which seated two jtoople each were known as the "cuddling chairs." Mr. Standing said he had not heard it, and that he had seen no kiss ing and cuddling. The license was granted on the court's being given to understand that more lights would be Installed and the settees divided to prevent cuddling. Believe It or Not.
