Ex porters reg yarded the situation as ser ious from u\eir point of view. Julius BJKrnes one of the leading exporters o^ n the New York Produce Exchange sserted that the British government could drive the Ameri can grain exi lorter out of business if it chose. “Tt e seizure of grain has left us all atJ sea. None of us know Just yet what, it means but if the British govern ment intends to take over all of thei ■ Canadian grain crop it is gojng to pii it us in a serious posi tion.” \ ( For some tii\ ne there has been a rumor current jn New York that Great Britain ir1 itended to take over all her Atlantic merchant marine as a drastic step t o.ward breaking the high freight rat e. Mr. Barnes de clared that the g rain seizure looked very much like th \e first step in this direction. It also was reported that the grain had beei| u eommandered on behalf of Italy the t Italian government having urged the s tep on London to escape the heavy I burden of the 28 per cent rate of exch ange against it in New York. Washington, Nov. 29.—Dmocrats c f both houses of congress today got the! r work of ogranization for the comini» session under way. The senate con - ference unanimously re-elected Sena - tor John W. Kern of Indiana as chair - man and floor leader and the house ways and means committee began the task of assigning members to com mittees. The senators adjourned until Wcd-l , nesday when they will hear the re ; port of the special committee on re i vision of the rules and select the vice , chairman of the conference and the j nominee for president pro-tempore of the sonate. Thus far no ther candidate Ifgs ap j peared. i Senate r Owen of Oklahona chair man of the special rules committee i has called a metting for Omorrow to agree upon the form of cloture rule to be submitted to the caucus. The rule is expected to ltnit each sena tor to a certain nuuner of hours de-! bate on a given mbject and to pro vide that a senior must talk to the subject under (^seussion. The house v£ys and means com mittee with Representative KItchin in the chair revived a petition from minority leadfR Mann for larger re- j publication reibesentation on all com mittees in fav/r of the increased min ority inembepbip.
