A settled quiet ness prevails at the White House and the hope of the President's recovery has grown into general belief. Except Cabinet ollicers and newspaper corres pondents there were but few visitors there to-night. THE COOLING EXPERIMENT. Dorsey has one of the District iirc en gines in the White House yard for the purpose of testing its capacity for com pressing air for lowering the tempera ture in the President's room. Dorsey has not much confidence in the success of the experiment but thinks it may do some good. Compressed cold air will be thrown into the White House through a rubber hose. A lire engine has been telegraphed for lo New "Xork and will reach here to-morrow. When it ar rives Dorsey says he will be able to keep the temperature of the President's room at any tfegrce the doctors desire. MOKE HOrEFUL THAN EVER. l)r. Reyburn said toa reporter at 10 o'clock that the President's condition was more hopeful than ever. All symptoms were favorable and the sur geons' hopes were increasing every hour. The rise in pulse and tempera ture to-day was due to a cause thor oughly understood and does not indi cate anything unfavorable. AT FOUR V. M. Washington, i p. m. The President has been more comfortable to-day than at any time since he was wounded. His children were permitted to see him this morning, and the attending physicians' report at 4 p. m. was that he is improv ing satisfactorily. None of the symp toms of artificial refrigeration thus far tried ha ve entirely met tho sanguine an ticipations of their inventors and sug gestors, but as the weather continues reasonably cool, the President has not suffered from heat since Thursday. Ex periments are still being made with the refrigerating apparatus in anticipation of the return of hot weather, which is predicted by General Hazcn. The Peesident has taken more nour ishment to-day than any day since he was wounded, and little more stimu lants, and has retained it all. His strength keeps up. Altogether the conditions are gratifying. Col. Rockwell said to-night about fl o'clock that the President awakened from a short sleep and inquired, "Where is Bliss!"' Dr. Bliss was im mediately called and the President said, "Doctor, I feel tired. Hadn't you better tuck me in my little bed?" The President's wound hurt him some, and he wanted it dressed for the night. He continues his good humor and cheerfulness. NEW SCHEME. The compressed air plan has been abandoned, and tho scheme now is to have a cylinder with ice ami charcoal, such as used on board of ships. HE TALKS TO UOCKWELL. Chicago, July!). A Journal's Wash ington special says: Word is given at the White House officially regarding the President's condition. He changes little from hour to hour and the phrase "He is doing well and his condition is very satisfactory" has begun to grow tiresome and the public demand being made ecquainted with the details, The President looks better to-day than at any time since being stricken down and a few friends who were admitted to his bedside to-day are very particularly im pressed with the fact. Colonel Rockwell, who went into the President's room this morning, found him looking decidedly belter, his vroice stronger, and manifesting a strong dis position lo lalk and had to be re strained. As Col. Rockwell stood by the President's bedside the President said: "I hear the Catholics have been say ing mass for my recovery. Is that true, Col. Rockwell?' "It is," responded the latter. "Were they spontaneous orordered?'' asked the President. "Both." said Rockwell. "Well," said the President, "when I get up I must go and make some recog nition of this Christian act." Mrs. Garfietd said this morning she was confident of the President's recov ery. Sittco tho arrival of Dr. Boyuton Mrs. (arfk'ld luis been greatly relieved and no louder hesitates to leave her husband's bedside and takes rides in the open air. r. Boynton is constant ly attendinir on the President and at Sirs. (iarlieM's reque-t will remain at the While House during the President's I critical period and until he is sutl'ieient y recovered. The Vice-President called at the White House to-daj", but could not see the President and Mrs. Garfield was out riding. The sur geons assured him that the President was doing well and continued to im prove. EACH HOUR SHOWS IMPROVEMENT. The doctors arc more hopeful than ever. Each hour developes satisfacto ry symptoms and shows the President improving. Dorsey is still trying experiments to lower tlie temperature. I.' X FAVO RA ULE N EAVS. Inquiry among many physicians who are watching the President's case, and who have outside views of the case not given to the public, are of the opinion that while the President may possibly recover, yet so many dangers still at tend his case that it is by no means safe to positively predict his recovery. Surgeon-General Wales, of the Navy, said this morning he did not consider the President had even a chance. He said there was a well authenticated case of a wound of the abdomen from buck shot, when the patient exhibited favor able symptoms, and when the tempera ture and pulse became perfectly nor mal, and yet death ensued on tlie eighteenth day. The propriety of wet sheets around the bed has been medi cally criticised, and they have been re moved. The Car lie 11 Fund. New York, July Í. W. Y. Corcoran, Washington; Geo. J. Seney and Geo. W. Childs contribute 5.000 each to the Mrs. Garlield fund. The World jiroposes a National sub scription of live dollars and upwards for the purpose of helping on the sub scription list. If the amount subscribed shall over double that originally con templated by the Chamber of Com merce, then- will be no subscriber to grudge his share of it, whether it shall prove a provision for the widow and orphans or the President of the United States, a now most happily seems much more probable. ri-;ui-i-.H!i i-iii .lionet sir y Di-elara-tion. Paris. July !). At yesterday's silting of the Monetary Conference Evarts read the following declaration of the French and American delegates in the name of their respective governments: The depreciation and great fluctuations in the value of silver relatively to gold, which of late years have shown them selves, and which continue to exist, have been and are injurious to commerce and general prosperity, anil the estab lishment and maintenance of a fixed re lation of values between silver and oo'd would produce the most important ben efits to the commerce of the world. Wmiu:ii Morgan's ISniifflitcr. San Francisco, July 0. A Portland dispatch says: It has just been ascer tained that the youngest daughter of William Morgan, who, it is claimed, was put out of the way by reason of having divulged Masonic secrets many years ago is living in this Stale. She is quite an elderly lady and is the wife of Capt . W111. Smith. They bot h reside in Marion county. Mrs. Smith says her father was drowned by five men who took him out one night into a lake. She stated that one of the five men who as sisted in the drowning for many years resided in Portland. Oregon, but now is dead. WuiSiM ISionks iUttlei-ficlti'N Head. Denver, July !'. The boss canvass 111:111 of Cole's circus, named Waiks, last night, at Boulder, beat M. C. Bttt terlield over the head with an iron pin, producing, probably, a fatal wound. Butterlield joined the circus at Fort Collins. While taking down the can vas at Boulder he did not work exactly to suit Waiks and the latter attacked him with a pin. Waiks has not yet been arrested. A leiHocrnt ie Convention on the At tempted Assassination. Cleveland, Ohio, July !). The Demo cratic County Convention to-day adopted strong resolutions, declaring Garfield the Constitutional President, and the attempt on his life a hideous crime, and rejoicing in his improved condition, and recommending law to cover such cases. The arrest of Le froy was made during the day informa tion was conveyed to the police, which induced Inspectors Jarvies and Swan son to visit 1 house in Stephcny, where a person resembling Lefroy had been lodging during the past week, and im mediately recognized the suspected murderer. As soon as the officers en tered the room he said, "I expected you.'" Mr. Swanson imformed him that he was charged with the murder of Mr. Gould. Lefroy replied: "1 am not compelled to give an answer, am I?" He then added, "I am not guilty." He was taken to Scotland yard, thence to King Palace Station, Westminster, where he was formally charged with the murder of Gould. No money was found on him. He was supposed to be living at Stephcny ever since he was missed. After having left the sisters' room in Eslington fever hospital he had no bandage on his head, and nis wounds, which .were dressed on the day of the murder at Brighton, had almost disap peared. His appearance gives the im pression that he lias been sufferingfrom want of food. The only attempt at dis guise noticeable was that he had shav ed off his moustache and whiskers. He is to be taken to Balcombe for examina tion to-morrow, THE ("LEEN REVIEWS HER TROOPS. London, July i). It was a fine day for the review of troops by the Queen," and a hundred thousand spectators will probably go to Windsor. All the royal family and a brilliant staff will attend. The Queen's review begun about live and ended at eight p. m. The Russian General. A correspondent of the Shipping Gazette, at Schull, County Cork, on the Southwest Coast of Ire land, reports under dale of the seventh inst. as follows: The officer in charge of the Schull Coast Guard received to day a package of letters, forty in num ber, bound by an elastic band, brought by a man from Long Island. It is sup posed the man picked up the letters en closed in a ehester ease, as the bundle was quite dry. The finder states lie swam for them. The first letter is signed by Capt. The World's Par is special, sp'eaking of the Monetary Conference, says: The Americans here are unanimous in thinking that the re sults of the Conference are highly satis factory, as the bimetallic propaganda is everywhere assuming increasing pro portions, while monometallism makes no converts. That England is uneasy is evidenced by oilers not only to meet half way in keeping part of the metal lic reserve in silver, but to confine the Indian standard of silver. The Ameri cans claim that the manager of tlie Bank of England is the latest convert to bimetallism. Intrresliiitr Libel Null. Chicago, July 9.
