We gave it to our readers with no direct comments. We sim ply stated that we disliked, and desired the alteration of the present Licence system. And now, we have neither space, time, nor inclination to give a dissertation on Temper ance, as connected with legislation. A few vords however will convey our notions, and ghould these be called in question, our reas ons will be forthcoming. We hear of no recent transactions of consequence. WHEREAS, a statement of miac Jias made its appearance before the public, in a recent Card published by Mr. A. W. Poarce, and as I have reasons to believe is miscon strued bj' many, so as to place me in a false position before the public, I deem it a duty I owe to myself and all concerned to make an explanation. It is true that I considered it nnadvisable to answer the C;ird of Mr. Pearce, but yielded to the majority princi ple, (excepting item No. G of our Card.) regret that with regard to this item, there should have been any misunderstanding; being desirous to do justice to all, I gave the state . . ment to correct this item, not expecting lowevcr, to see it in print, otherwise I should lave been more explicit to have prevented false impressions. The misunderstanding with Mr. rvichard- son and myself occurred in June, 1850. As soon, however, as he returned home from the North (some four weeks) an explanation between us, adjusted all matters satistactori- ly; since which time I have been a lnenu and patron of his school. Extreme excite ment and misconstruction at the time gavo birth to my harsh remarks. In conclusion it is only necessary, and I am happy to say, that I recognize Mr. Rich ardson as a friend, a scholar, and a gentle man of correct moral principles. JOSEPH B. OUTLAW. Public opinion is indeed the virtual executive of every law; and eve ry law, which enlists not its services, though it remain on the Statute Book, must become ineffective a dead letter. The law is but the chart of public opinion, by which it is guided in inflicting its penalties. Penalties of a bodily nature only canbe inflicted. And as these have proved ineffectual in the attempt ed enforcement of all morality, not Ktiitcnal hj assented to, we conceive that prudence and the dictates of patriotism warn us to forbear. Prudence tells us to beware how we attempt to reverse nature's course we attempt to raise the stream above the fountain whence it flows. Patriotism tells ns to beware how we attempt to contract the bounds of human freedom, and warns us not . - . - it A nn the sa to encroach with lcgisiau ered grounds of conscience. Thi ceivethat the Legislature cannot totally for bid the use of any article, from bacon down to arsenic. . But secondly, has it properly no jurisdic tion over the matter?' Surely it has. For Tvhilc it should of right refrain from curtail in" the freedom of the citizen, it is neverthe less its duty so to regulate his exercise of these liberties, that it shall not result to the detri ment of others. This principle is recognized hi our present License Law, which we pre sume was framed to put it ia practical oper ation. If so, most signally has it failed.
