Money forwarded to this office in fur therance of the objects contemplated by the establishment of this institution will be thankfully received and properly used. I shall go to Petersburg on Thurs day for the purpose, among other things, of making arrangements for receiving all articles furvardeu for the use of the Hospital by the citizens of the State; aud also, for the purpose of arranging about transDortion. When a regiment is thus organized, no additional men will be enrolled or oth- j erwisc received. III. The companies of volunteers and members of companies who have gone into tlic State Troops, or been discharged by proper authority, will be paid by the Paymaster-General from the date cf accep tance by the Governor as volunteers to that of their discharge or transfer. The evidence of service will be cither the mus ter roll, the certificate of an officer of the company, the captain, if it can be had, or the oatli of the soldier in the order named. IV. Commissioned officers of volunteers or State Troops, arc not allowed bounty. Those idio have been paid will return the money to the I'avmasterrGeneral. V. Circular, The General Commanding has thc satisfaction of announcing to the Troops under his command, that arrangements have been made for their payment as won as the Muster and Day Bolls can be made out. The necessary blanks arc herewith transmitted for that purpose. The Company Commaudcrs will avail themselves of thc best clerical talents at their commaud, and will have their rolls made out correctly raid neatly. Thc "Printed Notes" will be carefully studied and complied with. The Regulations require that "one Muster Boil," and Three "Muster and Pay Bolls" be made out. Thc former to be sent to thc Adjutant General's Office, nnd two of the latter to be given to thc Paymaster aud the third to be retained in thc company. Tho "Mus ter Roll" will be forwarded thrmb these Head Quarters. These Rolls will embrace the period from thc date of thc "Muster into ser vice" to the 81st August, 1SQ1; con- scfpucntly, persons who have joiucd the company since that date will not be borne on these Rolls. Under the head of "Laxt Paid" write Pay due from enlistment for State Troops, Pay due from enrollment for Volunteers. These troops that were not mustered into ser vice previous to the 3 1st August, 1861, cannot draw pay until after the next Periodical Muster, which will, take place on the 31st October, 1861.
