AN ACT RELATING TO HE POWERS AND DUTIES OF THE VILLAGE COUN- CIL, ITS PRESIDENT, THE VILLAGE MARSHAL, BOARD O HEALTH, STREET COMMISSIONER, FIRE WAR DEN, VILLAGE ATTORNEY AND POUND MASTER OF HE VILLAGE OF TENSTIKE CENTRE, MINNESOTA. The VilluKe Council of the Village of Ten strike do ordain: Section 1. The president of the village council shall be, by virtue of his office, the general custodian of all public buildings, prop erty and records of sutd village and shall ajso be the purchasing agent of all supplies, goods and property required by said village but he shall make no purchases for said village, the cost of which shall exceed ten dollars in any one month without being authorized therefore by resolution of tne village council: it shall aiso be his duty to see that ull the officers of said village properly perform the duties of their respective offices and to see that the laws in force In said village and all its ordi nances are properly enforced. Sec. 2. The village council shall at its t^rst annual meeting in each year appoint a village marshal and such other police officers as may be required, a street commissioner, a board of health consisting of three resident freehold ers, a lire warden, a village attorney and a poundmaster. and shall Hx the salary or com pensation of all village officers and said officers shall hold their respective offices for a period of one year and until their successors shall have been elected and qualified, unless re moved by the council for cause. Provided, that any one person may be appointed to and hold the office of village marshal, pound master, street commissioner and fire warden. Provided further, that if at such meeting the village council shall declare by resolution that a village attorney is not needed, or that it is inexpedient to appoint one, then no attorney shall be appointed. Sec. 3. It shall be the duty of the village marshal to preserve the peace within the limits of said village, aW to arrest and prose cute all persons for violation of the law or ordinances of said village, he shall also be keeper of the village prison and shall perform such other duties as may from time to time be required of him by the village council. Sec. 4. The board of health shall have ull the powers of such boards under the general laws of the state. It shall be the duty of said board to regulate the burial of the dead and return bills of mortality to declare what are nuisances, and to prevent or abate the same: to hold meeting as often as once in each month, and at the tlrst meeting in each year shall elect a chairman and a clerk, and to en force Chapter VIII of these ordinances in re lation to nuisances. Sec. 6. The street commissioner shall have the general care, charge and supervision of the streets, alleys, sidewalks and public grounds of said village, and the grading, con struction and keeping of the same in repair and in puoper condition he shall also perform such other duties as may be required of him by the village conncll. 'Sec. H. Tne hre warden shall perform all the duties required of him in relation to the prevention or ares and the protecting of all property in said village from destruction by tires, as required by the ordinances of said village and as may be from time to time re quired of him by the village council but he snail in all matters act in harmony with the tire department of said village. Sec. 7. The village attorney shall advise, in matters of law, all the officers of said village, and shall appear on behalf of the village and prosecute ail offenders for the violations of the ordinances of said village, and draw all contracts and legal papers required by tjje village, and while holding office as such village attorney he shall not take to prosecute any suits against said village. Sec. 8. Th pound master shall be the keeper of the village pound, aud shall perform all tne duties required of him the ordinances of said village, and such as may be required of him by the village council. The Village Council of the Village of Ten strike Centre do Ordain Section 1. I shall be unlawful for any per son or persons to keep a disorderly house or place for the resort of persons of evil name, or fame, or who shall commit, or suffer to be committed therein any immoral, immodest or other impwper conduct or be havior, or any tippling, revelling, rioting or disturbance calculated to disturb the neigh bors or annoy travelers or the general pnblic and all other persons who resort or procure others to resort to such disorderly house for sucn purpose shall be guilty of a mis demeanor. Sec. 2. No persoa oCipersons in said village shall commit or suffer 16 be committed In Buy house or other building or upon any premises by him, her, or them occupied, any rioting, quarreling, righting, revelling, drunkenness, or any other disorderly conduct calculated to disturb the neighborhood or annoy travel ers or the general public and any person or persons violating any of the provisions of this section of this ordinance shall be deemed guilty of a misdemeanor. Sec. 3. Any person or persons who shall, in said village, keep a house of Ill-fame, or house resorted to for tne purpose of prostitution or lewdness and all persons, male or femule, who resort to such houses of Ill-fame shall be guilty of a misdemeanor. Sec. 4. It shall be unlawful for any person or persons to demise, let or hire any building or premises In itaid village, to any person or persons for nnv of the purposes mentioned in the preceding section of this title, and if any person or persons violate any of the provis ions of this section, he, she, or they shall be guilty of a misdemeanor. Sec. 5. Any person, male or female, who shall In said village, resort to any house of ill-fame for the purpose of prostitution or to associate with a prostitute or prostitutes. or who shall procure another to resort to any house of ill-fame for the purposes of prostitution or to associate with a prostitute and any person who shall cause, or procure, to be brought to or who shall keep in said village any person for the purpose of prosti tution, shall be deemed guilty of a misde meanor. Sec. 6. Any person violating any of the pro visions of thlsordinance shall be guiltyof a mis demeanor, and on conviction, thereof, shull be punished, by tine, not to exceed one hundred dollars and cost of prosecution and in case of default in payment to be Imprisoned until such tine and costs be paid, not to exceed ninety days.
