Dicaire returned this morning from a several days' trip to the north country. Mr. Dicaire visited Kelliher and Blackduck and says everything in that country is progressing very nicely. Judge and Mrs. Spooner, At torney and Mrs. E. E. McDonald and Dr. Lancaster, of St. Paul, went to Kelliher last night. They will spend three days in camp, about three miles from Kelliher, and incidentally have a few days with the deer in that vicinity. The Salvation Army has been having some trouble in securing winter quarters. The army has been in the city for the past five years and has had a somewhat checkered experience. Its offi cers at present, however, are all hard workers and the local corps is in a prosperous condition. The reports of the resignation of Viceroy Alexieff, his change of head quarters from Port Arthur to Vladi vostock and the dismantling of the fort at Yongampho are all believed to indicate a temporary weakening of the Russian war party, but those inci dents will also further delay a final settlement. The new tonnage dues promulgated by Viceroy Alexieff provide that non Russians must pay twelve times the duos charged tcj, Russian vessels. Cuban Railroad Disaster. Washington,' Nov. 10.Several hun dred bills were introduced in the house during the day. A statehood bill for New Mexico, introduced by Delegate Rodey, has the distinction of" being the first house bill of the Fifty-eighth congress and will be No. 1. Representative Bartholdt (Mo.) sought this distinction for a bill re storing the army canteen, but was compelled to take second place, and this bill is No. 2. A bill giving con gress the right to regulate the trusts was introduced by Representative Palmer (Rep. Pa.). Representative Sibley (Rep. Pittsburg, Nov. 10.Alexander Ja zinka, a Polish grocer, was shot and killed by three men who attempted to rob the store. The holdup was wit nessed by a number of persons who wero prevented from interfering by two of the men, who hold them at bay at the points of revolvers.
