Bemidji. Minn., Dec. 5.1903. Board of county commissioners of Beltrami county met in special session. Members present: Chairman Sibley and Commissioners Wright, Johnson and Ander son. Meeting ca-lled to order at 10 clock a. m. Motion mal by Wright seconded by John son that A.T. White be and he is hereby instructed to write 45,000 on the court house and furniture to date from December 13,1903. for five years. Motion made, by Commissioner Wright seconded by Commissioner Johnson that G. M. Torrance vriteS5000 and W. L. Brooks 10,000 insurance on the county jail and sheriff's residence for live years to date from January 13, li*03. Motion made by Commissioner Johnson seconded Commissioner Wright that L. Reynolds and F. N. Lang write $4000 insur ance each on the Beltrami county records for five years to date from December l~. 1903. On motion the hoard adjourned to meet at 1:30 i). m. AFTERNOON SKSSION. On motion'he petition of Prank Munson and others for a new school district in the town of Hornet was approved and set for hearing anaary 4.1904. Motion made by Johnson seconded An derson that the application of Andy Danaher for a license to sell intoxicating liquors at Neblsh he and it is hereby approved and the auditor and chairman are hereby authorized and instructed to issue said license. Motion made by Johnson seconded by An derson that the bond of Andy Danaher in the sum of $2000 with A. B. 11 a/.en and .1. .1. Jin kinson as sureties was approved. On motion by Commissioner Wright secon ded by Commissioner Johnson the following resolution was adopted: liesolved, that the county health officer- Vie and he is hereby authorized and instructed to rent or liuy at a price not to exceed l0 suitable quarters for a branch pest bouse, and the same ba and it is hereby established as a branch pest house at Beaudette in and tor Beltrami county, Minnesota. Moved by Commissioner Wright seconded by Commissioner Johnson, that whereas, on tue .t nay of December 1903. a petition was filed with the Bard of County Commission ers in and for the County of Beltrami and State of Minnesota, and Whereas, said peti tion was signed by twenty-eight electors res idents within certain territory described in said petition and Whereas, said petition ro ijuestssaid Board of County Commissioners to specify a time and place when and where the electors within said described territory may vote upon the proposed incorporation of saio territory as the village of Kunkioy. and Whereas, all necessary steps preliminary to such action by the Board of County Commis sioners appear to have been taken by said petitioners: and Whoreas.it further appears that there is at least one newspaper. vU: the Beltrami County Bugle, published and print ed within said described territory. Now. therefore, be it Resolved, that the postofUceof Funkley. Minnesota, within the territory described in said petition be and the same hereby is designated as the place where, and the 11th day of January 1904, be anu nereuy is designated as tne time, when the electors residing within said described territory may meet and vote upon the pro posed incorporation of tho said territory as tho village of Funkley and further. M, If. Fisher, 11. P. King, and Lewis Latterell. who have each been named as resident* of said territory in the said petition shall preside and act as inspectors at such meeting, and that thv said meeting, shall be govern ed by all the laws of this State relating to the election of town officers. In so far as said laws are applicable: also that notice to be issued under authority of this Board and providing for an to determine whether or not said territory shall be incorportod as the village of Funkley, shall be printed and pub lished in said newspaper, viz: the Beltrami County Bugle, for three successive weeks previous to tlie,date specified said notice for voting upon such proposed ulceration and further that said petition together with a copy of this resolution and said notice of election shall boposted as by law required. Chairman of Board of County Commissioners Moved by Commissioner Johnson, seconded by Commissioner Ahdersoh, that iii all cases of cent iigious diseases hereafter occurring in the lumber camps in this county, that the owners or managers of such camps be re quired to pay all expenses for guards for the restraint of any and all persons suffering with such diseases, and all persons exposed thereto who may be liable to convey conta gion, and that if such owners OT managers fail or refuse to provide sufficient guards at their own expense, or fail to obey in all things the proper orders of the health officer of this county, hat said health officer be and he hereby is instructed to immediately plaeo such camp under strict quarantine, and to absolutely prohibit any access to or egress from such camps during the period of quar antine, ancl in all things strictly enforce the provisions of the laws of this state in refer ence to the control of contagious diseases. Moved by Commissioner Johnson, seconded by Commissioner Anderson, that whereas, the l:oar of county commissioners did on September 9,1903, allow a certain claim of the village of Farley amounting to $602 for $300 for care of quarantine matters, and whereas, the attorney for the said villagehavlngtaken an appeal to the district court, now, there fore, Resolved, that the county attorney lie and he is hereby instructed and authorized to stipulate with said attorney for the Bald til lage of Farley and settle said claim for |450. Motion made by Commissioner Johnson, seconded by Commissioner Anderson, that, whereas, M. D. Stoner lias tiled with this board his report in alio matter of the con struction of ditch No. 1, and whereas, the said report shows that the same lias been com pleted. Resolved, that the said report beandthe same is hereby accepted and approved, and the final estimateson the contracts of R. B. Anderson and John Thoren be and the same are hereby approved and accepted, and said ditch No. 1 or Lammers ditch is hereby ac cented and approved. Motion made by Commissioner Wright sec- onded by Commissioner Joimson, that the pe tition of Christopher Roarers and others to or ganize government town 168, range 81, be and the same is hereby approved and accepted, and Resolved, that said government town 1M, range 81 be and the Bamo is hereby organized as a town as provided by law, and that tho same be named Shotly, and further Resolved, that the llrst election of said town he held at the residence of Christopher Rogers on the ^'(ith day of December, A.
