Whereas, The Common Council of the City of St. Paul heretofore ordered the Hoard of Public Works to report whether a change of grade on Jackson street, from Ninth to Pearl streets, and on Grove street from Mississippi to .Monroe streets, in said city, as shown by a red line on profiles an nexed to said orders, was necessary and proper, and whether real estate to be as sessed for said improvement could be found benefited to the extent of damages and costs ! to be incurred by said improvements; and. Whereas. In accordance with said order the Board of Public Works did make a re port to the Common Council of date August lv, ISBS, recommending said improvements, and that property could be found benefited to the extent, of damages, costs and ex penses necessary to be incurred in making said changes of grade as aforesaid; and. Whereas. The Common Council of said City, on the 11th day of August, 1885, adopt ed said report aud ordered the City Clerk to give the notice required by law: and, Whereas. The City Clerk gave notice in the official paper of said city, for three successive weeks, twice in each week, that the Common Council of said city would, on the 15th day of September, ls^:,. a t 7 : ;;o o'clock p. m., at the Council Chamber in said city, consider such proposed changes of grade: and, Whereas, At the time and place designated for such proposed changes of grade, the Common Council, after hearing all persons interested and being of the opinion that the same was necessary and proper, ordered the grade on Jackson street from Ninth to Pear! ! streets, and on Grove street from Mississippi j to Monroe streets, to be changed in ac cordance with the reel line as .shown on the annexed profiles,being the same as referred to in all the proceedings had in regard to said changes; therefore, J-tesolved. That said orders and the profiles representing said changes of grade be re ferred to the Board of Public Works, and that said Board shall proceed without delay to assess the amount as nearly as they can ascertain the same which shall be required to pay the damages, costs and expenses of such improvements upon the real estate to be benefited bj said improvements as pro vided by law: it being the opinion of the Common Council that real esjtate to be as sessed for such improvements can be found j benefited to the extent of damages, costs and expenses necessary to be incurred < thereby.
