From His Honor the Mayor— Cyclone Suf ferers' Fund- To the Honorable, the President and Com mon Council of the City of St Paul: I transmit herewith a copy of a letter from Charming Seabury, President of the St Paul Jobbers' Union, and Secretary of . the executive committee appointed to dis- | tribute funds for the relief of the sufferers ! by tne cyci_r.3 in Minnesota April 14. 1886. in which he enclosed % check from the Treasurer of the committee for $4,209. being the pro rata share in favor of this city of the unexpended balance in the hands of the committee, which amount I shall cause to be applied to a reduction of the credit on which the original sum was raised unless otherwise directed by your honorable body. In this connection I also transmit a cir cular letter from" Thomas Van Etten. Her man Berg and J. H. Moody, concurred in by the local relief committee of Sauk Rapids and by Joseph Campbell. Presi dent of the village council, to the donors of the Sauk Rapids relief fund, asking ■ that the donors refuse to accept any por tion of said fund, but that they request said Executive committee to hand the same over to tbe Governor of the state to be by him used for the relief of the sufferers by the cyclone at Sauk Rapids, as in his judg ment seems best I send you aiso sixty (60) printed copies of the report in detail of the executive committee, appointed to distribute the funds for such relief. I refer you to page No. 6 of this report where the views of the committee are given at length in respect to the scope of their du ties concerning the distribution ot the re lief fund. This committee was charged, with an ar- i duous, important and delicate trust lt has been performed in such a manner as to reflect great credit upon them, and as the thief executive of the city, I am glad of the opportunity of extending to them, collec tively and individually, my warm and sin ;ere thanks; and 1 regret that there should save been any conflict of views between hem and the expected recip'ents as to the listribution of the noble charity confided to •hem. Camp bell's Petition — The Attorney reports that he has exam ined the matter stated in said petition, and recommends that the city execute a quit claim deed to said Anna L. Also, Ordinance — The Attorney submits a draft of an ordi nance entitled an ordinance authorizing the American District Telegraph company to erect telegraph Doles. Also, Herman Schade's Petition — The Attorney, to whom said petition was referred by Committee on Claims, recom mends that the sum of $45 be allowed and paid to said Schade for earth placed on Fort and Webster streets. Acceptance of Ordinance — The Attorney transmits an acceptance of the Edison Electric Light and Power com pany of St Paul of the provisions of an ordinance passed by the Common Council Aug. 17, 1886, granting to said company the use of certain streets for the erection of poles, etc. Accepted and ordered on file. Of Corporation Attorney and City Engineer Dale Street Crossing St Paul, Minne apolis & Manitoba Railway — To the Common Council of the City of Saint Paul. Minn.: Gentlemen: In the matter of crossing the St Paul, Minneapolis & Manitoba rail way tracks at Dale street referred to the j Corporation Attorney and the City Engi- | neer, to ascertain what terms could be made ; with the railroad company for bridging their tracks at this point, provided the City I should abandon what is known as the old : Como bridge crossing, we would report as follows: That after several interviews with the railroad company, it was finally agreed, that provided the old Como road crossing | was abandoned, as suggested in a previous communication, the railroad company , would build the bridge and the abutments, | on the line of Dale street As the 2ity has no right of way across the I railroad at Dale street (the railroad having j been built before the street was laid out) j and as the crossing at this point is of much greater importance, than ou the line of the old Como road, we would recommend the establish of a grade for the bridge crossing on Dale street at this point and that the railroad be notified at once to build a bridge with the necessary abutments, in accordance with the above understand ing. Portland Avenue Paving To the Common Council of the City of St Paul: The Board of Public Works have had under consideration the resolution or order of the Common Council, approved Nov. j 17. 1886, relative to the paving Portland avenue, from Western avenue to Dale i street with asphalt or other suitable pave- j ment ami having investigated the pro- J posed improvement respectfully report that sad improvement is necessary and proper with asphalt (34 feet wide) and granite curb : ng; that the estimated ex pense thereof is $32,560. one-half of which need not be paid into the City Treasury before the contract is let; that real estate to be assessed therefor can be ', found benefited to the extent of costs and expenses necessary to be incurred thereby; that said improvement is not asked for by ! a petition of a majority of the owners of I property to be assessed therefor, and we j herewith send a plan or profile of said im provement and an order for your adoption, if you desire us to make the improvement. Lincoln and Grand Avenues Grading— To the Common Council of the City of St Paul : I'l'he Board of Public Works have had under consideration the resolutions or orders of the Common Council, approved Nov. 17, 1883, relative to the grading of Lincoln avenue, from Victoria street to Lexington avenue, and Grand avenue from Victoria street to Lexington avenue, and having investigated the proposed improvement, respectfully report that said improvements are neces sary and proper, if graded under contact using the surplus material from Lincoln avenue necessary to fill Grand av enue; that the estimated expense thereof is $13,100, one-half of which need not be paid into the City Treasury before the contract is let; that real estate to be assessed therefor can be found benefited to the extent of the damages, costs and ex penses necessary to be incurred thereby; that said improvement is not asked for by a petition of a majority of the owners of property to be assessed therefor, but we herewith send a plan or profile of said im provement and an order for your adoption, if you desire us to make the improvement Yeas 6, nays 0. Gentlemen: The Board of Public Works have had under consideration the resolution ,o;- order of the Common Council approved Nov. 17. 1886, relative to the grading ol Edgerton street from Decatur street to Maryland street and after a con sultation with the City Engineer, respect fully report that it will be necessary to con struct a sewer on said street from Reaney street to York street, in connection with said grading, for which improvement a proper order is herewith submitted, the Corporation Attorney having advised that said improvements can be made under oue contract The report of the City Engineer relative to this matter is herewith sub mitted. Also, Alley Opening, St Paul Proper — The Board report adverse to opening an alley in block 11, St Paul Proper, owing to the destruction of property, and the same not subserving public Interests. Alderman of the District Also, Orders Returned — The Board return several preliminary and final orders for grading streets, which have not been acted Boon, but have been held over by request of the Aldermen or by petitions, etc. Referred to Aldermen of respective dis tricts. Also, William O'Rourke and Others' Petition — The Board return said petition with the report that they see no reason for making any change in the assessment or any further allowance to petitioners. Adopted. Also, Order for Damages — The Board recommend that an order for $37.25 be drawn in favor of A. C. F. De Remee for compensation in full for dam ages to lot 9, block 1, Schurmeier & Evans' addition, overlooked in assessment for a change of grade on Minnehaha street Adopted. (See resolution).
