The property in the city of St. Paul will be required to pay 990,800 into the state treasury under this l-mill tax upon the assessed valuation, while at the same time the Board of Education will receive about $75,000 of the amount, and will lose about $15,000 in consequence of the law requiring the tax to he ap portioned per capita of the children be tween the ages of five and twenty-one years attending the public schools. The children attending the parochial and private schools in this city are very numerous, and are not figured by the state in the per capita distribution to the Board of Education—hence the loss. 1 consider that when property is taxed for school purposes the whole amount of tax paid should belong to the district taxed. The Board of Education will receive about §500,000 from the whole tax levy, etc., as figured by this estimate, which is over 8100,000 more than the school levy of last year. The estimate provides for all the re quirements as asked for by the Board of Fire Commissioners, Board of Work house Commissioners, Library Board, Police Department, etc.. and appears to be" ample in every particular. I con sider an increase of the levy would be excessive taxation. I am of the opinion that it would be a public benefit to reduce the estimate. 1 mill for city purposes in this man ner: There are 887,500 city bonds ma turing in the year 1888, $75,000 of which will mature November 21, 1888, consid ering that there is a possibility of the liquor licenses reaching the numoer of 287 at 81,000 each, being 87 licenses more than 1 figure in the estimate, producing an additional 887,000, then the bonds can be redeemed without levying the tax. thereby making the grand* total tax 20 mills. But should the licenses not reach the required number" so as to redeem the bonds, then the proper finan cial steps for their redemption can be taken, as there will be sufficient time between the time when the liquor licenses will have to be paid and the time when the bonds will mature in November, 18S8. The city of St. Paul has a reputation for low tax levies, under which she has always prospered, and there can be no just cause why it should be otherwise in the future. The work of properly dredg ing the lake is entirely beyond - the re sources of the class of labor that could be obtained from the workhouse. No permanent advantage could be derived from said work unless some means are provided that will insure a constant sup ~p!y of water, and I would not advise that any dredging or improvement be 'attempted until the right of way for a driveway is secured around the entire lake. REPORT OF BOARD OF FIRE COMMIS SIONERS. m Addition to Engine House, Etc.— The Board of Fire Commissioners have had under special consideration the following matters: The building of an addition to engine house at the corner of Edmund and Marion streets : to be used for a store room for winter apparatus in summer and summer apparatus in winter, and for a repair and paint shop. We have apparatus that need repair and - painting at this time, but cannot find a place in the city where they can do it for us on account of the room necessary. Had the department such repair shop as we now recommend built, the members of the department could do all the re pairs and painting, thereby saving con- . siderable expense to the city. The esti mated cost of the addition asked for will be - about §2,500 (brick and mason work). > The carpenter work can be ."done by-members of the depart ment without any extra cost to the city, except for material. We believe this improvement would result in a measure of. economy and we re spectfully ask for authority to carry it out. .. ; - We are also of the opinion and would recommend that the manner of heating the engine houses be changed, particu larly in the case of central tire hall, which being a very large building is ex pensive to heat by the present system (stoves aud furnace); we most respect fully ask for authority to substitute in the central fire hall, corner of Eighth and Minnesota streets, a steam heating apparatus, the "estimated cost of which will be about two thousand dollars (§2, --000).
