Barrett, Quinby, Starkey and Mr. President, Reading the minutes of the 7th and Ith inst. dispensed with, and upon mo tion the said minutes were approved. Louis Labrosse by his Attorneys. Messrs. Smith and Hawthorne, tiled no tice of appeal in the matter of the as sessment for the opening, widening and extension of Livingston avenue. Con sidered and placed on file. In the mattt of the bids opened and read on the 31st ult. for the grading of Carroll street, from Cleveland avenue to Snelling avenue, which on the 7th inst. was laid over to this day, the same was taken . up. and James Ryan beine the lowest, reli liable and responsible hi Ider. the con tract was awarded to him for the sum of $3,500. and said award was ordered sent to the council for appi oval. Yeas, 4; nays, 0. The engineer submitted rei ort of the estimates allowed for work on the pul> lic contracts and of the cost of cleaning and repairing streets during the month of October. I!<S7. The Engineer having submitted plan of land to lie taken, the following report was ordered Bent to the Council, to wit : To the Common Council of the City of St. Paul: The Board of Puhlic Works have had under consideration the resolution or order of the Common Council, approved April 7, 1887, relative to the widening of North street, from Bedford street to Bradley street, to a width of sixty-six feet, and having investigated the pro posed improvement, respectfully report that said improvement is necessary a»d proper to a width of sixty (00) feet: that the estimated expense thereof is $5,0c0; that real estate to he assessed therefor can be found bene fited to the extent of the damages, costs and expenses necessary to he incurred thereby; that said improvement is not asked for by a petition of a ma jority of the owners of property to be assessed therefor, but we herewith send a plan or profile of said improvement, and an order for your adoption, if you desire us to make the improvement. Yeas 4. nays 0. The Engineer having returned the or der, with report, in the matter of the proposed opening, widening and exten sion of Bedford street, the following re port was ordered sent to the Council, to wit : To the Common Council of the City off St. -Paul: The Board of Public Works have nad under consideration the resolution or order of the Common Council, ap proved Jan. 21, 1886, relative to the opening, widening and extension of Bedford street in a southwardly direc tion until it intersects the east line of Bradley street at a point 100 feet south of North street, and having investigated, the proposed improvement, respectfully report that said improvement is not necessary and proper, for the reason ' that the relief sought will be obtained by the widening of North street- on which a favorable report has been or dered sent to the Council. The Engineer having submitted plan and estimate of cost, the following re port was ordered sent to the Council, to wit: To the Common Council of the City of St.Paul: The Board of Public Works have had under consideration the resolution or order off the Common Council, approved May 18. 1887, relative to the grading of Minnehaha street, from Ash street to L'Orient street.and having investigated the proposed improvement, respect- Colly report that said improve ment is not necessary and proper for tlie reason that property can not be found benefited to the extent of tlie cost and expenses i£12,000) neces sary to be inclined thereby, and for the further reason that said improvement is not petitioned for. It having been made to appear to tin- Board that an error has been made in the assessment for the sprinkling of Forbes street, from Ramsey street to Cliff street, and Kamsey street from Pleasant avenue to Wilken street, in Sprinkling District No.Fi ve.as to amount assessed against lots 13 and 14, block 2, Leech's addition to St. Paul, parts of said lots having been condemned for the widening of Forbes street, it was ordered that the assessment for said sprinkling be corrected by abating $3.87 of the amount assessed against said lot 13, and $8.17 of the amount assessed against said lot 14, so as to conform to the facts and rights of the case as intended, and so as to read as follows, tc wit: Leech's Addition to St. Paul. The Engineer having submitted list of the property in front of which stone , sidewalks have been constructed, relaid and repaired under contract of Latter Bros. (Estimates Nos. 2, 3 and 4), and hexagonal block sidewalks, under con tract of Eureka Stone company (Esti mates Nos. 1 and 2), for term beginning April 1, 1887, and ending Nov. 1, 1887, the Clerk was directed to give, the first assessment notice. The Engineer having submitted re port stating that the contractor for the construction of a sewer on Winifred street, from Dakota avenue to Ohio strect,has met with unforeseen obstacles in encountering solid rock to a depth of from one to six feet in the bottom of his trench between Winslow avenue and Bellows street. Considered and ordered transmitted to the Council, with the re quest and recommendation that the Board be authorized to so modify the contract for. said sewer so as to cover the unforeseen obstacles met with. The Engineer having submitted plan of Mopes in the matter of condemning and taking an easement on the land ad joining and on the line of all alleys in block six (6), E. Rice's second addition to St. Paul, for making and maintain ing slopes one and one-half (13-0 feet on said land for every foot cut or filled necessary in grading said alleys, the same was referred to the Assessment Com mittee.
