Board met at 2 p. ni.
Present: Messrs. Quinby, Starkey,
Horrisran and Mr. President.
Heading the minutes of the 24th and
25th inst. dispensed with, and upon mo
tion the said minutes were approved.
Bills were opened and read for the
grading of Clark street, to a full grade,
from Whitall street to Case street, as
follows, to-wit:

After which the said bids were laid
over to Oct. 1, 1888, at 2 p. m.
The Ecaineer having submitted plan
and estimate of cost, the following re
port was ordered sent to the Council,
to-wit :
To the Common Council of the City of
St. Paul:
The Board of Public Works have had
under consideration the resolution or
order of the Common Council, approved
Sept. it*. 1888, relative to grading alley in
block 111, Lyman Dayton's addition to
St. Paul, and, having investigated the
proposed improvement, respectfully re
port that said improvement is neces
sary and proper; that the esti
mated expense : thereof is $130,
one-half of which need not be paid
Into the City Treasury before the con
tract is let; that real estate to be as
sessed therefor can be found benefited
to the extent of the costs and expenses
necessary to be incurred thereby : that
said Improvement is not asked for by a
petition of a majority of the owners of
property to be assessed therefor, but we
herewith send a plan or profile of said
improvement, and an order for your
adoption, if you desire us to make the
improvement. Yeas 4, nays 0.
The Committee on Streets of the Com
mon Council transmitted to, the Board
for investigation and report the claim
of Joseph Anstett for damages on ac
count of slopes on Concord street. Con
sidered and ordered returned to the
said committee with report of facts.
Pursuant to due notice, the matter of
making a correction in the assessment
for a change of grade on Genesse
street, between Mississippi street and
Buffalo street, as to ownership, descrip
tion of and amount assessed against lot
23, block 6, E. Rice's Second addition to
St. Paul, came up, and there being no
objections, the same was corrected so
as to conform to the facts and rights of
the case as intended, and so to read as
follows, to-wit:

Pursuant to due notice and the adjourn
ment thereunder, the matter of making
and completing the assessment for the
construction of a sewer on Smith street,
from Leech street to Wilkin street, and
on Wilkin stieet, from Smith street to
Exchange street, came tin. and the same
was adjourned to Oct. 1. 1888, at 2p. m.
Pursuant to due notice, the matter of
the confirmation of the assessment for
the opening, widening and extension of
Ridgewood avenue, between Victoria
street and Lombard avenue, came up,
and the same was duly confirmed.
Pursuant to due notice, the matter of
the confirmation of the assessment for
the paving of East Summit avenue,
from Wabasha street to Robert street,
with -cedar blocks and curbing with
granite, including the necessary sewer
connections, came up, and the same
was duly confirmed.
Pursuant to due notice and the ad
journments thereunder, the matter of
the confirmation of the assessment for
the grading and macadamizing of Pine
street, from Williams street to Penn
sylvania avenue, and Pennsylvania av
enue, from Olive street to Pine street,
and the construction of a sewer on said
Pine street, from Williams street to
Pennsylvania avenue, came up, and the
Fame was adjourned to Oct. 1, 1888, at 8
p. m.
The following pay rolls were exam
ined and allowed, to-wit:

port was ordered sent to the Council,

The Board of Public Works have had
under consideration the resolution or
order of the Common Council, approved
Aug. 23. 1888, relative to the grading of
Delos street from Bellows street to
edge of bluff, aid having investigated
the proposed improvement, respectfully
report that it is necessary and proper
to grade Delos street, from Bellows
street to the edge of the bluff near Pros
pect Terrace; that the estimated ex
pense thereof is $1,216, one-half of
which need not be paid into the City
Treasury before the contract is let that
real estate to lie assessed therefor can
be found benefited to the extent of the
costs and expenses necessary to be in
curred thereby : that said improvement
is not asked . for by a petition of a
majority of the owners of property to be
assessed therefor, but we herewith send
a plan or profile of said improvement,
and an order for your adoption, if you
desire us to make the improvement.

time, for the reason that at a hearing
before said Board in said matter, a ma
jority of the owners of the property to
be assessed were opposed to saidim

Tlie Engineer ha dug submitted plans
and specifications for the grading of
Cleveland avenue, from University ave
nue to Summit avenue; Laura avenue,
from Carroll street to Marshall avenue;
Minnesota street, from Second street to
the Levee, and Cliff street, from Forbes
street to Dousman street, the same were
examined and approved, and the Clerk
■was directed to advertise for bids for
said improvements.

half of which need not be paid into the
City Treasury before the contract is let;
that real estate to be assessed therefor
can be found benefited to the extent of
the costs and expenses necessary to be
incurred thereby;, that said improve
ment is asked for by a petition of a
majority of the owners of property to he
assessed therefor residing on said
street, and we herewith send a
plan or profile of said improvement,
and an order tor your adoption, if you
desire us to make the improvement.

tion of a sewer on Toronto avenue, from
St. Clair street to Chicago, Milwaukee
& St. Paul railway track, with catch
basin at northeast corner of Toronto
avenue and railway, and, having inves
tigated the proposed improvement, re
spectfully report that it is necessary
and proper to construct a sewer on
Toronto avenue, from St. Clair street to
the right of way of the Chicago, Mil
waukee it St. Paul Railway company,
together with the necessary catchbasins
and manholes; that the estimated ex
pense thereof is $1.(540, one-half of which
need not be paid into the City Treasury
before tlie contract is let: .that real
estate to be assessed therefor can be
found benefited to the extent of the
costs and expenses necessary to be in
curred thereby; that said improvement
is not asked for by a petition of a major

Sixth street to Seventh street, to
gether, with the necessary catchbasins
and manholes; that the estimated ex
pense thereof is $000, one-half of which
need not be paid into the City Treasury
before the contract is let; that real es
tate to be assessed therefor can be
found benefited to the extent of the
costs and expenses necessary to be in
curred thereby; that said improvement

ing investigated the proposed improve
ment, respectfully report that it is
necessary and proper to construct a
sewer on Chatsworth street, from Pleas
ant avenue to Tusearora street, and
Tusearora street, from Chatsworth street
to West Seventh street, together with the
necessary catchbasins and manholes;
said sewering to be done under one con
tract; that the estimated expense there
of is $14,155, one-half of which need not
be paid into the City Treasury before the
contract is let; that real estate to be as
sessed therefor can be found benefited
to the extent of $12,687 of the costs and
expenses necessary to be incurred there
by; tlie balance ($1,468) to be paid out
of the sewerage bond fund; that
said improvement is not asked tor by a
petition of a majority of the owners of
property to be assessed therefor, but we
herewith send a plan or profile of said
improvement, and an order for your
adoption, if you desire us to make the

$2,650, one-half of wiiich need not
be paid into the City Treasury be
fore the contract is let; that" real

can be found benefited to the ex
tent of tlie costs and expenses neces
sary to be incurred thereby ; tliat said im
provement is not asked for by a peti
tion of a majority of the owners of

The Engineer having submitted plans
and specifications for the gradingof Ar
cade street to a full grade, from Mary
land street to Lake Como and Phalen
avenue, and to a partial grade from
Lake Como and Phalen avenue to the
north city limits, the same were exam
ined and approved, and the Clerk was
directed to advertise . for bias for said -
improvement. .
It having been made to appear to the
Board In the matter ofjhe reassessment
for the opening. widening and extension
of Minnehaha street from Como avenue

to Western avenue (the first assessment
being insufficient to fully pay for said
improvement, that an error has been
made as to the description of lot 1, block
2. Humphrey's addition to St. Paul, the
same was corrected by making said de
scription read : Lot 1 (except Minneha
ha street), block 2, Humphrey's addi
tion to St. Paul, so as to conform to the
facts and rights of the case as intended.
Pursuant to due notice, the matter of
making and completing the assessment
for the paving of College avenue, from
Cedar street to Third street, with cedar
blocks and curbing with granite, to
gether with the necessary sewer con
nections to the property lines, came up,
and; after hearing all persons present
interested, the same was duly completed
and the Clerk was directed to give the
confirmation notice.
Pursuant to due notice, the matter of
making and completing the assessment
for paving the alley in block 3, Hop
kins' addition to St. Paul, with granite
blocks and curbing with granite, came
up, and, alter hearing all persons
present interested, the same was duly
completed and the Clerk was directed
to give the confirmation notice.
Pursuant to due notice and the ad
journments thereunder, the matter of
making and completing an assessment
for the construction of a sewer on Smith
street, from Leech street to Wilkin
street, and on Wilkin street, from Smith
street to Exchange street, came up, and
the same was adjourned to the 4th inst..
at 2 p. m.
Pursuant to due notice and the ad
journments thereunder, the matter of
confirmation of the assessment for the
grading ami macadamizing Pine street,
from Williams street to Pennsylvania
avenue, and Pennsylvania avenue, from
Olive street to Pine street, and the con
struction of a sewer on said Pine street,
from Williams street to Pennsylvania
avenue, came up, and the same was ad
journed to the 4th inst., at 2 p. m.
Pursuant to due notice, the matter of
the confirmation of the assessment for
the construction, relaying and repair
ing wooden sidewalks (Estimate No. 2),
under contract of James Forrestal, for; :

said Board will meet at their office in
said city, at 2p. in. on the sth day of
November, A. D. 1888, to hear objections
(if any) to said assessment, at which
time and place, unless sufficient cause
