At Least Five Out of Nine Democratic Assembly men Elected. :':'' ' A Glorious Victory and the City Redeemed. Last night was a gala night for the i Democracy of St. Paul. It was the rounding out of the sharp- j est local political contest ever experi- | enced in the history of the city. Early in the evening the people began ' to assemble in front of the Globe build- ■ ink to receive the returns as they were i flashed upou a mammoth canvas, and by 10 o'clock Fourth street, and Cedar as well, were packed with thousands of people, who gave vent to their joy as favorable reports were recorded. The Globe was the only newspaper in the city to display the returns, and all interest centered in and about the Globe building. . The crowd was I so ', immense that street cars were much impeded ln their progress, and the scene was inspiring j and enthusiastic. The wavering fortunes of the candi dates in the early evening held the crowd until long after midnight, and it was not until the Globe flashed the an nouncement, "SMITH IS CERTAINLY ELECTED," that the multitude dispersed. ■ ; The returns are still quite incomplete, , and the reader is referred to the ap- p ended tables for details.' We give in those tables only figures : from precincts where the vote has been received complete, but a sufficient num ber of precincts have reported the vote on mayor to insure THE ELECTION OF ROBERT A. SMITH BY A PLU RALITY RANGING FROM FIVE HUNDRED TO ONE THOUSAND. The election of Judge Twohy, one of the Democratic nominees for the Mu nicipal bench Is also assured and Judge Hull may also be a winner. Holcombe ! is certainly defeated, and ft Hall is not chosen, Grier M. Orr, Republican, will be the second judge. John Wagener, the Democratic can cidate for city treasurer, is also almost certainly elected. Of the assemblymen . the Democrats have, secured at least five of the nine positions. R BOARD OP ALDERMEN. At 3 o'clock thij morning tba vote on • aldermen was still very Incomplete. Enough, however, had been received to show that the Democrats had certainly elected their candidates in * tho Third, Fourth, Fifth arid. Eighth wards, and -^^^^^^C^^C— «* •w-^'*"^^^ that the Republicans had been successful . with , their candidates in the First, Seventh, Tenth and Eleventh. The Seond, Sixth and Ninth wards are in doubt. The chances are in favor of the Democrats in the | Second and Sixth, aud, if they carry i these, they will control the lower branch of the council. . The men elected are Lindahl (Rep.) in the First, thruiau ! traut (Dem.) in the Third. " After two . weeks and two days of weary . waiting the Great Northern strike is at an end. The findings of the arbitration com mittee were accepted by both com pany and employes at 10:30 last night. The happy termination of the diffi- culty witl come as welcome news to the people of the great Northwest. In this ending several important facts are established . for all time to come. The first is that orderly and law-abid ing conduct on the part of striking em ployes will always win the approbation of the public. The second, that arbitra tion* by: fair and- unbiased men is the only safe, reliable and?. speedy method !of settling all -differences arising be ' tween -capllal and labor. - ! - ."* !*_!*■? > Those who "- witnessed : the closing scenes ot the long-drawn-out -contro versy last night will remember them as long as they live. Impressive in the highest degree, every man present in the room felt the importance of the moment. And when the final announce ment of the findings of the board of arbitration was made, the hush that had fallen over. the assembly was suddenly broken, by the rapturous, applause of those present. It was the neutralization of two im mense contending forces, and at the close of the sessiou all indulged in the ex change of felicitations to which all were justly entitled. Capital - and labor had taken a step to come nearer to each other than ever before, and none seemed happier than the magnificent leaders of the opposing elements. At the conclusion of the session every body felt happy, and everybody shook everybody else by the hand.*'. Joy was depicted on the faces of the committee of employes, and an expres sion of relief and extreme satisfaction was . noted among \ the : officials of the Great' Noi them company, as well as among the officers cf the American Kail way union. "■*. - ".*. . -.J; -J ••All's well that ends we!!." > From little facts that floated out from the secret conference yesterday it was learned that President Debs readily enough acknowledged that the wires were red-hot to various points with information that new meu were com ing. ; *J „"- *J ."■ ;;yy. i' *' J f-.y- 'A number of important* facts were brought out at the star chamber session of the conference committee. Among these were the - facts that the existing schedules for trainmen, engineers, fire men and switchmen were entirely satis factory; that the regular custom ot the company of advancing the pay of its road department J?J" employes each spring, as soon as it was able t , to commence work, was correctly represented. Further, that the rate the company had already announced, it hail fixed for the coming season. .viz.. fl.*?.") per day east of Minot and $1.50 per day west thereof. This Mr. Debs and the men: pronounced sat isfactory.. Mr. Debs " estimated that these satisfactory conclusions covered fully nineteen-twentieth* of the men. President Hill felt that he could not re store at once the full wages paid to the other J classes of help. . Mr. Debs de clared that he was ready and willing to leave all further matters to the con ference committee to decide whether all or any portion should be restored.' Then the doors were opened, and . the : crowd in the corridors poured in, anxious to hear the result. For fully half an hour all were kept in waiting ? before the committee wen '.ready to announce the result of their findings.? At last Chair man Pillsbury, President Hill , Vice President Clough and the other officials of the company, together with the mem bers of the committee, appeared. Chair man Pillsbury rapped the gathering to order, and said:* ■--. * -." _*..-.
